REQUEST FOR REVIEW OF PROPOSED GENERIC ISSUE ON EMERGENCY DIESEL GENERATOR PROTECTIVE TRIPS BEING BYPASSED DURING LOSS OF OFFSITE POWER CONDITIONS The Generic Issue (GI) program has received a proposed GI related emergency diesel generator protective trips being bypassed during loss of offsite power conditions. The submittal was entered into the Agency Document Access Management System with Accession No. ML22048B595.
In accordance with NRC Management Directive and Handbook 6.4, Generic Issues Program, the GI staff is requesting the Office of Nuclear Reactor Regulation (NRR) to review the issue to determine if the issue requires immediate action in accordance with LIC-504, Integrated Risk-Informed Decision-Making Process for Emergent Issues." The GI initial review will be conducted by my staff after which the subject issue will be entered into the Generic Issues Management Control System for tracking purposes and placed on the NRC website on the GI Dashboard at http://gid.nrc.gov/Planning.
There are two possible outcomes for this regulatory review:
(1)
If the issue requires immediate action, then NRR should take responsibility for the issue and the issue will exit the GI process, or (2)
If the issue does not require immediate action, then NRR is requested to provide a memorandum response to the GI staff regarding why the plants may continue to operate in light of the proposed issue. The justification for ongoing operations may include the following:
(a)
A characterization of the risk/safety significance, the basis for why there is no immediate safety concern, and why the plants may continue to operate while the staff is assessing the issue (may include circumstances that exist or compensatory measures that are in place).
