Iwanttoclarifyaspectsoftheinformationrequestsothereisnoconfusion.Thedecommissioningplanwasnot acceptedbecausetheplanprovidedconfusingandinconsistentmethodologies/informationforthefinalstagesof decommissioning.StaffsconcernsregardingthosedeficienciesaredocumentedRSI1throughRSI4,General Deficiencies.Asnotedinthecoverletterforthenonacceptanceoftheplan,Staffthoughtthatarevisioncould provideameanstoremedyotherdeficienciesintheplanwhich,bythemselves,wouldnothaveledtothenon acceptanceoftheplan.Itwashopedthataddressingthosediscrepancieswouldnotaddasignificanteffortforthis revisionbutaidinfacilitatingthedetailedtechnicalreview.Thefactisalackofaresponsetothosesecondaryissues wouldnotresultintherevisedplannotbeingacceptablefortechnicalreviewbecausethoseRSIswerenevertheoriginal reasontheplanwasnotacceptable.

DuringourFriday,January7meetingtodiscusstheresultsoftheNRCspreapplicationaudit,youmentionedthatthe 2018GroundwaterEvaluationUpdatereportpresenteddepthtowater(DTW)orgroundwaterelevationdatathatwere notincludedinthefileCERTJUL2021EvaluatedGaugingData,whichwaselectronicallysubmittedtotheNRCon October4,2021.
IntheNRCsAugust11,2021requestforsupplementalinformation,itemRSI6read,TheDPdoesnotprovidealisting ofgroundwaterandsurfacewaterqualityandelevations.Manyfiguresandtablesarebasedondataaveragedover severalyearsoracombinationofdataforindividualsamplingevents,maximumvalues,orastatisticalevaluationofthe mean.Pleaseprovidealistingofgroundwaterandsurfacewaterqualityandelevations,andavailableboringlogsor referencetodocumentswhichhasbeensubmittedtoNRCandcontainsaboringlog.Itispreferredthatthequalityand elevationsbesubmittedinanelectronicformat(e.g.,excelspreadsheet)aswell.
Inprevioussubmittalsofthedecommissioningplan,groundwaterelevationdatawasonlyusedtodevelop potentiometricsurfacemaps(presentedinFigures29and210inthedraftFacilityDecommissioningPlan-Rev 3).DuringtelephoneconversationsconductedtoclarifywhatinformationwasneededtorespondtotheNRCsrequest forsupplementalinformation,youpointedoutthatthefiguresdepictingpotentiometricsurfacemapsincludedatable listingthemeangroundwaterelevationdataforeachmonitorwellusedtogeneratethepotentiometricsurface maps.YourequestedthatweprovidetheNRCthegroundwaterelevationdatauponwhichthosemeangroundwater elevationswerebased.

ThespreadsheetCERTJUL2021EvaluatedGaugingDataincludesallthegroundwaterelevationdatauponwhichthe meangroundwaterelevationdatatabulatedinFigures29and210werebased.Thatistheonlygroundwaterelevation datathatwasusedinthepreparationofthedecommissioningplan;consequently,webelievethatdatafullyrespondsto theNRCsrequestforsupplementalinformationrelatedtothedecommissioningplan.
WeacknowledgethatDTWmeasurementshavebeenrecordedduringothersamplingevents.Duringadesign investigationactivityperformedin2014,DTWmeasurementsweremadeoveraperiodofseveralmonthsasfield activitiesproceeded.Becausethatgroundwaterelevationdatawascollectedoveranextendedperiodoftime,itwas notconsideredrepresentativeofasnapshotofgroundwaterelevationsforasinglemonitoringevent;itwasnot includedintheevaluatedgaugingdataspreadsheet.
The2018GroundwaterEvaluationUpdateincorporatedgroundwaterelevationdataasfarbackas2000todetermineif thereisacorrelationbetweensaturatedthicknessorseasonalityandcontaminantconcentrations.Thoseevaluations wereperformedattherequestoftheNRC,andtheNRCwassatisfiedthatthereisnocorrelationbetweensaturated thicknessorseasonalityandcontaminantconcentrations.Thatdataisnotneededtodevelopadecommissioningplan toremediategroundwaterattheCimarronsite.
Itwouldrequiresignificanteffort(andexpense)togothroughtherecordsofallpriorsamplingeventstoincorporateall pastDTWmeasurementsintotheevaluatedgaugingdataspreadsheet.TheDTWdatafromallpriorsamplingevents wasnotusedinthepreparationofthedecommissioningplanandisnotrelevanttothedecommissioning plan.Consequently,werequestNRCconcurrencethatthedataprovidedinCERTJUL2021EvaluatedGaugingDatais sufficientforNRCtoconductboththeacceptancereviewandthedetailedtechnicalreviewofthedecommissioning plan.
