C. 20555 Re: St. Lucie Unit 1 Docket No. 50-335 Updated Final Safety Analysis Report Amendment No. 31 and License Renewal 10 CFR 54.37(b) Report Pursuant to 10 CFR 50.71(e), Florida Power & Light Company (FPL) is submitting Amendment 31 to the St. Lucie Unit 1 Updated Final Safety Analysis Report (UFSAR) on DVD.

Additionally, pursuant to 10 CFR 54.37(b), this submittal includes the results of FPLs review of design activities to identify any new systems, structures, and components for potential impact on its license renewal aging management programs. For the UFSAR update period November 20, 2019 through May 17, 2021, this review is included as .

A brief description and summary of the 10 CFR 50.59 safety evaluations of changes, tests, and experiments reportable pursuant to 10 CFR 50.59 is being submitted under separate cover letter.

Two DVDs containing the Unit 1 UFSAR Amendment 31 are submitted in lieu of hard copy. This UFSAR supersedes all previous versions of the document. They are labeled St. Lucie Nuclear Plant UFSAR Unit 1 Amendment 31 (Non Public and Public).

Based on NRC Regulatory Issue Summary (RIS) 2015-17, Review and Submission of Updates to Final Safety Analysis Reports, Emergency Preparedness Documents, and Fire Protection Documents, FPL is providing two versions of Amendment 31. One version, on DVD 1 (provided as Enclosure 1), is a complete text of the UFSAR and contains sensitive information which should be withheld from public disclosure per the guidance in RIS 2015-17. The information FPL has identified to be withheld is designated by the statement, Security Related Information - Withhold Under 10 CFR 2.390, at the top and bottom of the page. Upon removal of Enclosure 1, this document is decontrolled. The second version, on DVD 2 (provided as Enclosure 2), is the redacted text of the UFSAR. Each page on which information was withheld contains the designation, Withheld Under 10 CFR 2.390. The UFSAR version on DVD 2 is therefore suitable for public disclosure.

St. Lucie Unit 1 L-2021-177 Docket No. 50-335 Attachment 1 Page 1 of 1 ATTACHMENT 1 License Renewal10 CFR 54.37(b) Report Pursuant to 10 CFR 54.37(b), this UFSAR update includes the results of a review of changes at the St. Lucie Nuclear Plant for the period November 20, 2019 through May 17, 2021 for any newly identified systems, structures, and components (SSCs) that would have been subject to an aging management review or evaluation of time-limited aging analysis (TLAA) in accordance with 10 CFR 54.21. This UFSAR update also describes how the effects of aging will be managed such that the intended function(s) in 10 CFR 54.4(b) will be effectively maintained during the period of extended operation.

The evaluation identified one newly identified component: Door U1-RA-45.

Newly Identified SSCs EC 295127 documents an update of 033007-RPT-002, NFPA 805 Monitoring Program Phase 1: Scoping Equipment and Programmatic Elements, Table A.1-1: Master Scoping List, page A-118, which added existing door U1-RA-45 as a non-fire rated door credited for a fire barrier function, which is a newly identified SSC subject to an aging management review.

Door U1-RA-45 fits into the existing component commodity group in Table 5.2-47 Fire Rated Assemblies (Structure 77N) in DBD-SLI-OLR-1, revision 12, page 175, as shown in the table below and will be managed under the Fire Protection Program. Doors included under this commodity group at present include fire doors and non-fire rated external doors credited as fire barriers under NFPA 805.

Screening And Risk Target Values, page B-294, since U1-RA-45 is an internal, locked closed door that is rarely used for access, no inspection is required under procedure 1-FPSP-15.01, Unit 1 Fire Barrier Inspection. 1-FPSP-15.01 is the procedure that inspects the other non-fire rated doors credited as fire barriers.
