now come to order. This is a joint meeting of the 4
ACRS Thermal-Hydraulics and the Metallurgy and Reactor 5
Fuel Subcommittees. I am Jose March-Leuba, the 6
Chairman of the Thermal-Hydraulics Committee.
7 Because of COVID-19 concerns, this meeting 8
is being conducted remotely. Members in attendance 9
are Ron Ballinger, Charlie Brown, Greg Halnon, Dave 10 Petti, Joy Rempe, and Matt Sunseri. Has anybody else 11 logged in recently? Maybe they'll come later.
12 Today's topic is Framatome's Topical 13 Report ANP-10349P, Revision 0, entitled GALILEO 14 Implementation in LOCA Methods.
15 In November 2020, we wrote a letter for a 16 different report, ANP-10323P, which relates to 17 Framatome's fuel rod thermal-mechanical methodology 18 for non-LOCA events. So this review of the LOCA 19 methodology completes the GALILEO fuel thermal-20 mechanical methodology.
21 Portions of our meeting will be closed to 22 the public to protect proprietary information. We 23 will have an ongoing, an opportunity for public 24 comments before we start the closed session of the 25 NEAL R. going, because my next paragraph says that I know that 6
both the staff and Framatome have a large number of 7
slides in the closed session. Please don't read every 8
bullet and try to address the main points because 9
we're scheduled to finish in three hours. The slides 10 are part of the official record, and they speak for 11 themselves.

15 MR. OTTO: All right. Thank you. Good 16 afternoon, Subcommittee Chair and Subcommittee Members 17 and staff. I'm Ngola Otto. I'm the project manager 18 for the Framatome Topical Report Review. And I work 19 in the Office of Nuclear Reactor Regulation.
20 And presenting today for the staff will be 21 Matthew Panicker, who is a technical reviewer. And 22 he's going to do both the open and the closed session 23 presentation.

7 opportunity to present the review of Framatome Topical 1
Report ANP-10349 and the NRC staff evaluation of, 2
review of the, staff evaluation, including a review of 3
GALILEO fuel performance code in S-RELAP and in 4
realistic large-break LOCA and small-break LOCA 5
evaluation models.
6 The staff's draft safety evaluation was 7
issued in August and contains no open items. And we 8
plan to issue the final safety evaluation by the end 9
of October.
10 We look forward to today's meeting, which 11 supports the ACRS review. And we're just, we want to 12 say thank you for the opportunity to present.
13 And at the end of your review process, we 14 definitely would be, expect the letters similar to the 15 letter that we got for the GALILEO topical report 16 review. So thank you. I'll turn it back over.
17 CHAIR MARCH-LEUBA: Thank you, Ngola. So, 18 at this point, we'll give the floor to Framatome. I 19 believe we have some introductory remarks by Morris 20 Byram.
21 MR. BYRAM: Yes, this is Morris Byram.
22 Good afternoon. I'm product manager for the topical 23 report implementation of GALILEO and Framatome's LOCA 24 evaluation models. We're happy to be here today with 25 NEAL R. 8 the ACRS subcommittee to support your review.
1 This topical is one of many of the 2
Framatome advanced fuel methods, many of which have 3
been approved or almost approved. This and the other 4
AFM codes will support the industry's need to move 5
higher, move to higher enrichments and higher fuel 6
burnups.
7 It's been good to see some of the ACRS 8
members engaging in many of our pre-submittal meetings 9
with the NRC of the AFM efforts. And so we look 10 forward to the future engagements with ACRS on the 11 Framatome advanced fuel methods.
12 Andrei Burghelea will be our presenter for 13 both the open and closed sessions today.

17 My name is Andrei Burghelea. I'm an engineer with the 18 LOCA group at Framatome.
19 This is the open session of our 20 presentation on the GALILEO implementation in LOCA 21 methods. Next slide, please, Ngola.
22 So, in terms of content, I'm going to go 23 briefly over a

10 small-break LOCA and large-break LOCA methods, and the 1
summary. Next slide.
2 So, for introduction, in the current LOCA 3
methods, we have two approved methods, one for small-4 break, one for large-break.
5 The small-break LOCA is the EMF-2328, 6
approved a long time ago, which has been recently 7
supplemented with Supplement 1PA in December 2016. It 8
is based on RODEX2 as a fuel performance code and is 9
10 CFR 50, Appendix K type of method, so it's a 10 conservative method.
11 The large-break LOCA model is the 12 realistic large-break LOCA based on EMF-2103P, 13 Revision 3, approved in June of 2016. The current 14 fuel performance code in this evaluation model is 15 COPERNIC. And it is a realistic or best-estimate 16 Plasma 17 (phonetic) method --
17 CHAIR MARCH-LEUBA: Andrei, sorry, sorry 18 to interrupt you at this moment. The approval of 19 RODEX2 and COPERNIC, is that part of the EMF-2328 and 20 2103? Is that what that --
21 MR. BURGHELEA: No, no, they are, they do 22 have distinct topical reports that are separate from 23 the two. This is just for the LOCA methods. So 24 RODEX2 has an X and an F topical report that's even 25 NEAL R. 11 older than 2001. And COPERNIC2 has a different 1
topical report separate. I can't remember the number, 2
but yeah.
3 CHAIR MARCH-LEUBA: So, when we issue a 4
topical, the topical report, 10349, the approved 5
version with the SER, that will be attached to the EMF 6
reports for LOCA? I mean, that will be an applicable?
7 MR. BURGHELEA: Correct. So the purpose 8
of this is to add GALILEO to LOCA methods and to 9
supplement the two existing methods, the realistic 10 large-break and the small-break LOCA EM, to include 11 GALILEO. So this topical report would be a supplement 12 to both EMF-2328 and EMF-2103, Revision 3.
13 CHAIR MARCH-LEUBA: So a licensee that 14 commissions you to perform a LOCA calculation can 15 choose to use RODEX2 or GALILEO? I mean, both will be 16 applicable.
17 MR. BURGHELEA: Technically --
18 CHAIR MARCH-LEUBA: It doesn't replace.
19 MR. BURGHELEA: Yes, technically the old 20 topical report will remain active. I think the main 21 goal of ours is to push towards adopting GALILEO in 22 all the new applications that we will be making from 23 now on. And at some point, obviously, RODEX2 will 24 become obsolete.

1 MR. BURGHELEA: Okay. And just briefly, 2
to mention again, so both methods are based on, are 3
approved for working with three loop and four loop 4
plants and combustion engineering plants. So they 5
apply potentially only to bottom reflood plants only.
6 And the GALILEO topical report was 7
mentioned before, was recently approved in November of 8
2020, is ANP-10323P, Revision 1. Next slide, please, 9
Ngola.
10 So, for the small-break LOCA portion of 11 the topical report, the regulatory requirements we 12 take into consideration are NUREG-0800 and Appendix K 13 of 10 CFR 50.
14 The EM requirements described in the 15 topical report include the
- analysis, purpose, 16 transient class, power plant class, the figures of 17 merit.
18 And in deriving the assessment database, 19 because this is a fuel performance code, the only LOCA 20 test that we have to include nuclear fuel is actually 21 the LOFT series of tests.
22 So, for small-break LOCA, we included the 23 L3-6, L8-1 sequence of tests. And those were 24 previously part of Supplement 1 to the EMF-2328.

13 We also describe in the small-break LOCA 1
topical report the EMF changes, provide the results of 2
the assessment for the LOFT small-break LOCA tests 3
that we mentioned. And we provide a sample problem to 4
demonstrate how the method behaves with GALILEO in 5
comparison with the previous code RODEX2. Okay. Next 6
slide, please.
7 The large-break LOCA portion of the 8
topical report is very similar in structure. The 9
regulatory requirements are similar, just add the Reg 10 Guide 1.157 (audio interference). And because of the 11 relative (audio interference). Okay.

18 MR. OTTO: Yes.
19 MR. BURGHELEA: Okay. Thank you. Sorry 20 about that.
21 So the realistic large-break LOCA section 22 of the topical report is very similar, slightly 23 different regulatory requirements. There are two 24 additional regulatory guides which apply to this 25 NEAL R. 14 method, 1.157 and 1.203.
1 And 1.203 give us a graded approach to the 2
evaluation model development and assessment process 3
that we applied for this supplement of the topical 4
report given the low complexity of the implementation, 5
also, the same EM requirements, as we saw before for 6
the small-break that are described in the topical 7
report, and again, the assessment phase includes the 8
series of LOFT large-break tests, the L2-3, L2-5, LP-9 026, and LP-LB-1. Also, again, these test were 10 previously included in EMF-2103, Rev. 3.
11 The topical report describes the 12 evaluation model changes due to the GALILEO 13 implementation and provides the results of the LOFT 14 large-break LOCA tests mentioned above. And we also 15 provide a demonstration sample problem. Okay. Next 16 slide, please.
17 So, in
- summary, this is a
fairly 18 straightforward process in replacing COPERNIC or 19 RODEX2 with GALILEO, which is an acceptable fuel 20 performance code.
21 It's an EM evolution that adds one fuel 22 performance code with the same functionality to the 23 current methods. You will see that the analysis 24 workflow remains unchanged for both methods.

15 The assessments against the benchmarks 1
show good results. And again, the comparison to 2
current approved methods show good agreement.
3 CHAIR MARCH-LEUBA: This question might be 4
more appropriate for the closed session. But does the 5
COPERNIC RODEX methodology update fuel properties as 6
a function of time?
7 MR. BURGHELEA: Function of time --
8 CHAIR MARCH-LEUBA: Just say if you want 9
to address it in closed. Yes.
10 MR. BURGHELEA: Yes, they do. It's 11 calculated dynamically during the transient, yes. And 12 13 CHAIR MARCH-LEUBA: Okay.
14 MR. BURGHELEA: Yeah.
15 CHAIR MARCH-LEUBA: Thank you. Thank you.
16 So, Andrei, are you finished with your presentation?
17 MR. BURGHELEA: Yes, I think so. If you 18 go to the next slide, I think that was about it for 19 the open session. There's some acronyms that we used 20 in the slides before, yeah.

ahead and present whenever you're ready, Matthew.
5 MR. PANICKER: Okay --
6 CHAIR MARCH-LEUBA: We still cannot see 7
the slides. But, Matthew, you can start with your 8

9 MR. PANICKER: Yeah --
10 MR. OTTO: So you can't see the slides as 11 yet?

14 MR. OTTO: Oh, okay. Let me -- sorry. I 15 apologize.
16 CHAIR MARCH-LEUBA: Now, now we see.

18 MR. PANICKER: Yeah, this is the NRC 19 staff's evaluation of Framatome Topical Report ANP-20 10349 where GALILEO replaces the old methods in 21 realistic large-break LOCA, as well as in the small-22 break LOCA. Next slide, please.
23 This is an outline we have from the staff, 24 some background, regulatory evaluation of GALILEO as 25 NEAL R. GROSS COURT REPORTERS AND TRANSCRIBERS 1716 14th STREET, N.W., SUITE 200 (202) 234-4433 WASHINGTON, D.C. 20009-4309 www.nealrgross.com
17 implemented in S-RELAP5 and thereby use it for that 1
LOCA analysis, and then GALILEO implementation also in 2
S-RELAP5, which is the thermal-hydraulics code used 3
for small-break LOCA methodology, and then a slide 4
regarding the revision.
5 Actually, the process involves reality of 6
349P topical report and then reality of virtual audit, 7
as well as RAs, the virtual audit enabled us to look 8
at all the documents for considering a longer period 9
than an in-person audit. Next slide, please.
10 So, as was said before, the EMF-2103, 11 Revision 3, the latest version of realistic large-12 break LOCA analysis used a combination of S-RELAP5 and 13 COPERNIC, which is the previous generation of fuel 14 performance code for initialization conditions and 15 also for thermal-hydraulics analysis.
16 And a small-break LOCA, which is the 17 approved EMF-2328, and its supplements used S-RELAP5, 18 RODEX2 combination for initialization conditions for 19 the thermal-hydraulics code.
20 In 2020, staff approved a modern fuel 21 performance code, which is the GALILEO code, which is 22 in ANP-10323, Revision 1. The GALILEO code models the 23 thermal mechanical area of the fuel rods during normal 24 operation and transient scenarios.

18 This has a regulatory, the basis for the 1
review with respect to the regulatory aspects, 10 CFR 2
50.46, the acceptance criteria for ECCS, which is a 3
limit term, basically, limit term, high generation 4
(phonetic), as well as the chemical reaction.
5 Part 50A also is the basis for us 6
calculating UVC35 (phonetic). Chapter 6.3, cooling 7
system of the SRP is used as a guidance for the 8
review. Chapter 15.6.5 of the SRP for loss of coolant 9
accidents provides the guidance of portfolio reviews.
10 In summary, the GALILEO implementation is 11 in S-RELAP5 and large-break LOCA events. The 12 regulatory replaces COPERNIC in realistic large-break 13 LOCA analysis for S-RELAP5 thermal-hydraulics fuel and 14 t-h conditions.
15 The LOFT, in support of the LOFT tests 16 used to assess the basis, base of the supplemental 17 large-break LOCA evaluation model and benchmarked 18 using coupled S-RELAP5/GALILEO.
19 Similar, and a similar, and a sample 20 problem similar to the one used originally in 2103 has 21 been repeated to prove that the results coming from 22 use of GALILEO is the same as, almost the same as the 23 one from COPERNIC.

19 problem indicate reasonable agreement. And we can see 1
that in the closed session. The next one, please.
2 GALILEO replaces in the small-break LOCA 3
analysis the RODEX2 with GALILEO for t-h calculations.

- Also, in order to prove the 5
reproducibility of results, the LOFT tests were used 6
to assess the base for the supplemental small-break 7
LOCA. The supplemental small-break LOCA EM result is 8
in the 10349 benchmarked using the coupled S-9 RELAP5/GALILEO.
10 A sample problem was, again, used to prove 11 the reproducibility of results. Both LOFT tests and 12 sample problems indicate reasonable agreement between, 13 when GALILEO is used and when RODEX2.
14 So some of the staff's recommendations 15 are, we reviewed the process and the results from 16 supplemental evaluation model for both large-break 17 LOCA and small-break LOCA replacing COPERNIC and 18 RODEX2. Both LOFT test results and the sample problem 19 results show there is a reasonable agreement between 20 GALILEO and the two conditions.
21 CHAIR MARCH-LEUBA: Matthew, if I can 22 interrupt you here, I want to make a couple points.

of Framatome, to replace it. But in reality, it 4
doesn't replace them. It supplements. They keep the 5
option of using either of the three codes in the 6
future.

recommend, and maybe I'll remind you later, the SER 10 language should be more specific, because it clearly 11 says it -- I mean, you are speaking on slide number 6.
12 GALILEO code replaces RODEX2. It doesn't. When we 13 write SERs, we need to be a little more specific of 14 what we're doing --

16 CHAIR MARCH-LEUBA: -- and what we're 17 approving. And this is just language. Okay.
18 Now, a more important, a more relevant 19 comment, and this is a comment, not a question, is the 20 fact that we keep doing what I call a code to code 21 comparison. We are comparing the GALILEO results with 22 RODEX results and GALILEO results with COPERNIC 23 results.

21 word. I mean, this is a four-letter word. We should 1
never approve them. We never like them.
2 In reality, what Framatome has done is 3
compared it against the LOFT tests. And that's --
4 MR. PANICKER: Yes.
5 CHAIR MARCH-LEUBA: -- what makes these 6
validation acceptable.
7 My concern is creating a precedent for the 8
future with this language. Here we don't have 9
absolutely any problem.
10 But we are in the process of reviewing a 11 large number of advanced reactors with modern fuels, 12 things that don't really have a
significant 13 experimental database.
14 And if we start kind of approving code to 15 code comparisons, we're opening ourselves to somebody 16 coming up with a sophisticated Monte Carlo analysis 17 and use that Monte Carlo analysis to validate 18 mandatory methods which are simpler, or same thing 19 with thermal-hydraulics.
20 Somebody does a CFV analysis, which is 21 very sophisticated and very good quality, and uses to 22 validate my analysis code. That would be 100 percent 23 code to code comparison and in my opinion would not be 24 good.

that the benchmark and the reason we are accepting 2
GALILEO is because it reproduces the LOFT experimental 3
data.

COPERNIC calculations that show the same thing adds 7
icing to the cake. But it's not sufficient.
8 So I would like that we don't create a 9
precedent, that we keep an opening to an advanced 10 reactor to use code to code benchmarks. Okay. So --
11 MR. PANICKER: Okay. But they have the 12 same codes. They use two different techniques to 13 validate the results, right --
14 CHAIR MARCH-LEUBA: Yeah, but at the end 15 we are comparing against experimental data. And we 16 need to emphasize -- it may not be possible always, 17 but whenever possible --
18 MR. PANICKER: Yeah.
19 CHAIR MARCH-LEUBA: -- or, I mean, I'm 20 tending to say always you should use experimental data 21 to validate your fuels.

14 Yeah, the last slide is the Framatome 15 shall publish the approved version of ANP-10349P as a 16 supplemental topical report to the final approved 17 versions of 2103 and 2328.
18 But I just heard that the Framatome 19 personnel said that they will have the option of using 20 also the COPERNIC and RODEX2 for -- but this is a 21 supplemental clear (phonetic). So, if any of your 22 licensee wants to use this, they are to use this TR, 23 as well as the two previously approved topical 24 reports.

are still in the open session, let me give you another 4
comment.
5 Yeah, there are two topical reports that 6
have the GALILEO name on them. The one we are 7
listening to today is what I call the LOCA topical 8
report. The one we addressed last year is what I call 9
the non-LOCA. And so I'm giving you the numbers. One 10 is 10323P. But I call it a non-LOCA. Okay.
11 In the non-LOCA topical report in the SER, 12 there was actually three sections which address the 13 code applicability ranges. And in limited conditions 14 can offset, you can only apply GALILEO in this 15 applicability range.
16 On the LOCA report that we've reviewed 17 today, I don't see the SER addressing the code 18 applicability ranges. I would love to see it at least 19 included by reference on the current topical report, 20 say the applicability ranges that are applicable for 21 the non-LOCA topical report are applicable to LOCA 22 also, or not, I mean, whatever they are. But we need 23 to address.

3 That should really be specified on the SCI 4
in my opinion. What do you think? And it could be 5
just by reference, say the same code applicability 6
ranges that were applicable for the non-LOCA topical 7
report apply here. It's only one sentence.
8 MR. PANICKER: Okay --
9 CHAIR MARCH-LEUBA: Just a suggestion.
10 And this might be a -- go ahead.
11 MR. PANICKER: The code applicability is 12 only for the fuel and the M5 cladding?
13 CHAIR MARCH-LEUBA: On the review of 14 10323P, there was a number of code applicability. And 15 it's, there are three sections, 1.1, 1.2, and 4 if I 16 remember correctly. And I won't read them to you now 17 because I won't be able to find it.
18 But if you review the old SER, the non-19 LOCA SER, November 2020, you will find those 20 applicability ranges. And --

BACKGROUND Framatomes Pressurized Water Reactor (PWR) Realistic Large Break LOCA [RLBLOCA] (EMF-2103 Revision 3) used S-RELAP5/COPERNIC combination for initialization conditions for thermal hydraulics (T-H) Code.
Framatomes PWR Small Break LOCA [SBLOCA] (EMF-2328) used S-RELAP5/RODEX2 Combination for Initialization Conditions for T-H Code.
In 2020 NRC approved modern Fuel Performance Code GALILEO in ANP-10323-P Revision 1.
The GALILEO code models the thermal-mechanical behavior of the fuel rods during normal operation and transient scenarios.

GALILEO IMPLEMENTATION IN S-RELAP5 AND RLBLOCA
NRC staff review included a virtual audit of all related documents and requests for additional information (RAIs).
RAIs concentrated on GALILEO/S-RELAP5 Hybrid scheme and SBLOCA sensitivity analysis
GALILEO code replaces COPERNIC in RLBLOCA analysis for S-RELAP5 T-H fuel and T-H Calculations.
The LOFT tests were used to assess the base for the supplemental RLBLOCA evaluation model (EM) and benchmarked using the coupled S-RELAP5/GALILEO.
Sample problem is similar to the problem presented in the approved RLBLOCA evaluation and methodology TR was solved (Appendix B, EMF-2103-P-A, Revision 3).
Results from LOFT Tests and Sample problem indicate reasonable agreement between GALILEO and COPERNIC.

GALILEO IMPLEMENTATION IN LOCA EM - CONCLUSIONS The NRC staff reviewed the process and the results from the supplemental evaluation model (ANP-10349P) for both RLBLOCA and SBLOCA replacing both COPERNIC and RODEX2 with GALILEO.
LOFT test and sample problem results show there is reasonable agreement between GALILEO and COPERNIC/RODEX2 for both RLBLOCA and SBLOCA analyses.
Framatome shall publish the approved version of ANP-10349P as supplemental TR to the final approved versions of EMF-2103 and EMF-2328.
