OF SEPTEMBER 17, 2021, CLOSED MEETING WITH FRAMATOME INC. AND THE U. S. NUCLEAR REGULATORY COMMISSION TO DISCUSS FRAMATOME TOPICAL REPORT BAW-10227P, REVISION 2, EVALUATION OF ADVANCED CLADDING AND STRUCTURAL MATERIAL (M5) IN PWR FUEL, REQUEST FOR ADDITIONAL INFORMATION QUESTIONS 8, 9, AND 10 On September 17, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed teleconference meeting via Microsoft Teams with representatives from Framatome Inc.
(Framatome). The purpose of the meeting was to discuss Framatome Topical Report (TR)
BAW-10227P, Revision 2, "Evaluation of Advanced Cladding and Structural Material (M5) in PWR [pressurized water reactor] Fuel," Request for Additional Information (RAI) questions 8, 9, and 10 pertaining to cladding rupture strain during loss-of-coolant accident (LOCA). This meeting was a follow-up to the closed meeting held on June 24, 2021 (Agencywide Documents Access and Management System (ADAMS)) Accession No. ML21183A056). The meeting was noticed on September 7, 2021, and is available in the ADAMS as Accession No. ML21250A117.
During the meeting, discussions between the Framatome representatives and the NRC staff focused on the NRC staffs presentation (ADAMS Accession No. ML21272A088) pertaining to the remaining technical issues relevant to RAI questions 8, 9, and 10. Important topics covered by the NRC staff's presentation included the following:
Rupture strain models, including the model in NUREG-0630, "Cladding, Swelling and Rupture Models for LOCA Analysis," and the proprietary model used for M5Framatome cladding.
Insights from comparisons of the results of past rupture strain tests, including single-rod and multi-rod tests.

The NRC staffs presentation expanded upon topics that were originally discussed at the June 24, 2021, closed meeting. At the conclusion of the meeting, Framatome representatives agreed to contact the NRC later to discuss a path forward for resolution of the issues that were discussed.
