Dear Mr. Hoffman:

We received the letter from Robert Elliott dated August 23, 2021, ia email on August 24, to initiate consultation on the application by Duke Energy to renew the operating licenses for Oconee Nuclear Station Units 1, 2 and 3 (ONS). We understand from the letter that the Nuclear Regulatory Commission plans to comply with Section 106 of the National Historic Preservation Act through the National Environmental Policy Act (NEPA) process. The State Historic Preservation Office (SHPO) is providing comments to NRC pursuant to Section 106 of the National Historic Preservation Act and its implementing regulations, 36 CFR 800. Please note that consultation with the SHPO is not a substitution for consultation with Tribal Historic Preservation Offices, other Native American tribes including those with state recognition, local governments, or the public.

Thank you for providing the descriptions and maps of the Area of Potential Effects. We understand that the APE includes the ONS Site, and may extend beyond the immediate ONS environs if maintenance and operational activities affect historic properties.

In previous communications with Duke Energy, it is our offices understanding that a cultural resources survey is in progress, and that the primary structures at the Oconee Nuclear Station (powerhouses, reactor buildings, hydro station) will be surveyed as part of that effort. However we have not received a draft for comment and review. It is our recommendation that an evaluation of the eligibility of these structures for the National Register of Historic Places should be conducted as a part of the license renewal undertaking.
