Mid-Year Inspection Plan Appendix C Inspections for Approval

Jack, the below list of Appendix C inspections to be communicated to licensees with issuance of the mid-year inspection planning letters is provided for your review and approval:

Plant Inspection Procedure Title of Inspection Procedure Reason Dates Davis-Besse 71003 Post-Approval Site Inspection for License Renewal Phase 3 inspection. The licensee did not complete several commitments - couldn't be closed out during the Phase 2 inspection in 2017. Delay is due to long-lead time to complete commitments.

6/6-10/21 LaSalle Unit 1

71003 Post-Approval Site Inspection for License Renewal Unit 1 only - Phase 2 inspection. This inspection is required by IMC 2516 prior to the period of extended operation.

1/10-1/28/21 Monticello 37060 10 CFR 50.69 Risk-Informed Categorization and Treatment of Structures, Systems, and Components Inspection Required inspection for the implementation of 10 CFR 50.69 5/2-20/21 Prairie Island 37060 10 CFR 50.69 Risk-Informed Categorization and Treatment of Structures, Systems, and Components Inspection Required inspection for the implementation of 10 CFR 50.69 6/6-24-21 Prairie Island 92709 Contingency Plans for Licensee Strikes or Lockouts 12/31/2021 QC Inspectors 12/31/2021 Prairie Island 92711 Implementation of Licensee Contingency Plans During a Strike/Lockout 12/31/2021 QC Inspectors 12/31/2021 Prairie Island 71003 Post-Approval Site Inspection for License Renewal Both Units - Phase 4 inspection. This is being performed due to programmatic deficiencies identified at Monticello and trend of aging issues at PI. Was previously approved in EOC 2019; however inspection was delayed due to COVID-19.

7/18-22/21 Quad Cities 71003 Post-Approval Site Inspection for License Renewal Both Units - Phase 4 inspection. This is being performed due to a trend in aging-related issues.

Regarding the plan to conduct IP 37060 at Monticello and Prairie Island, but not at other licensees that have been approved for the 50.69 program, XCEL is planning to implement he 50.69 programs at Monticello and Prairie Island. Both Monticello and Prairie Island are actively characterizing systems and pursuing alternate treatments where possible. The other licensees have not scheduled implementation, yet.
