This refers to the proposed emergency plan (EP) for NRC License No. 21-35144-04 in your letter dated May 19, 2021 which was submitted in accordance with NRC requirement in Title 10 of the Code of Federal Regulations (10 CFR) 30.32(i). We have reviewed your proposed EP and will need additional information. Attachment is a list of information that we will need.
To continue review of your application, we request that you submit your response with date and authorized signature to this correspondence within 30 days. In your response, please refer the license number, docket number and Mail Control No. 624914. LICENSE AMENDMENT REQUEST FOR THE NIOWAVE, INC.
NRC LICENSE NO. 21-35144-04 DOCKET NO. 70-7031 By application dated March 15, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21078A038), as supplemented by the letter dated May 19, 2021 (ADAMS Accession No. ML21140A171), Niowave, Inc. requested approval of an amendment to the U.S. Nuclear Regulatory Commission (NRC) License No. 21-35144-04 at Niowaves Airport Facility. The supplemental letter provided a proposed Emergency Plan for Responding to a Release of Radioactive Material for NRC staff review.
The following are requests for additional information (RAIs) to facilitate the technical review being conducted by the Division of Preparedness and Response, Reactor Licensing Branch staff. Timely and accurate response to these draft RAIs is requested.
RAI-1
, Site Area Emergency, states, Niowave will use 2 rem projected radiation exposure at the site boundary as the threshold for declaring a Site Area Emergency (SAE).
Section 3.1.2, Site Area Emergency, states, Recommendations from the Environmental Protection Agency (EPA)
Protective Action Guides (PAGs) Manual will be used to determine the criteria for assessing the projected off-site exposure, and thereby classifying an event as Alert versus SAE.
