Ross, Attached please find the completed Form 898 for the U.S. Nuclear Regulatory Commission (NRC) staffs completeness determination for the topical report Oklo-2021-R19-NP, Rev. 2, Maximum Credible Accident Methodology (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21184A002) (hereafter referred to as the MCA TR). The NRC staff performed the review in accordance with NRC Office of Nuclear Reactor Regulation (NRR) Office Instruction LIC-500, Topical Report Process, (ADAMS Accession No. ML19123A252) and also considered the information in NRR Office Instruction LIC-109, Acceptance Review Procedures for Licensing Basis Changes (ADAMS Accession No. ML20036C829). The completeness review focused on whether the topical report provided enough information for the staff to begin its detailed review and did not evaluate the accuracy or acceptability of the information that was provided.

The completeness review determined that the MCA TR does not provide sufficient information to delineate the steps necessary to implement the methodology. For this reason, the NRC does not have enough information to initiate the technical review at this time. The missing information identified during the completeness review is described in the attached Form 898. The need for additional information beyond that described in Form 898 may be identified during a detailed technical review of any future revision to the MCA TR.

As stated in the Form 898, the NRC staff requests that Oklo provide the supplemental information within 60 days.
