STN 50-498, STN 50-499 Commitment Change Summary Report Attached is the South Texas Project (STP) Commitment Change Summary Report for the period June 21, 2019 through June 21, 2021. This report lists only changes to commitments made during the reporting period that require notification to the Nuclear Regulatory Commission in the periodic report.

The commitments were evaluated in accordance with the requirements of STP's Regulatory Commitment Change Process, which is consistent with the guidance in the Nuclear Energy lnstitute's NEI 99-04, "Guidelines for Managing NRC Commitment Changes." Additional documentation is available at STP for your review.

Description:

Verify periodically the design basis capability of the safety related Motor Operated Valves (MOV)s at STP through its commitment to all three phases of the Joint Owners Group (JOG) program on MOV periodic verification and the additional actions described in its submittals.

Revised Commitment

Description:

STP Electric Generating Station (STPEGS) Motor Operated Valve program will be controlled and managed via the implementation of American Society of Mechanical Engineers Operation and Maintenance Code (ASME OM Code) Operation and Maintenance of Nuclear Power Plants mandatory Appendix III Preservice and Inservice Testing of Active Electric Motor Operated Valve Assemblies in Light-Water Reactor Power Plants Justification for change:

STPEGS has implemented the testing requirements as documented in ASME OM Code mandatory Appendix III (formerly OMN-1) via the inservice testing program pump and valve inservice test plan for the third ten-year interval.

NRC regulatory issue summary 2011-13 identifies the application of mandatory Appendix III of the ASME OM code as an acceptable approach for the periodic verification of the design basis capability of safety related MOVs.

Therefore, the change will satisfy the requirements of 10 CFR 50.55a(b)(3)(ii) and the recommendations of Generic Letter 96-05 for the periodic verification of the design-basis capability of safety related MOVs, including the JOG Class D valves.
