UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 July 6, 2021 Mr. Wyatt Padgett, Manager Licensing and Performance Assessment Louisiana Energy Services, LLC P.O. Box 1789 Eunice, NM 88231
SUBJECT:
LOUISIANA ENERGY SERVICES, LLC - ACCEPTANCE FOR REVIEW OF USE OF REMOTE CONTROL CRANES IN A CLASSIFIED AREA (ENTERPRISE PROJECT IDENTIFIER L-2021-LLL-0011)
Dear Mr. Padgett:
The U.S. Nuclear Regulatory Commission (NRC) staff has received your letter dated May 17, 2021, transmitting your request for reaccreditation of classified networks. The document is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML21144A272.
The NRC, as Authorizing Official for classified network systems, will review Louisiana Energy Services, LLCs request for use of wireless radio remote control systems for its Multi-Function Decontamination Train overhead cranes in its classified areas. The NRC completed a similar review for use of wireless cranes in the Cylinder Receipt and Dispatch Building in letters dated March 26, 2019 (ADAMS Accession No. ML19077A307) and March 1, 2019 (ADAMS Accession No. ML19078A049, non-public), and will consider this as well. We have completed our acceptance review of your submittal and have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review.
Your submittal has been assigned Enterprise Project Identification Number (EPID)
L-2021-LLL-0011. Please reference this EPID number and Docket Number 70-3103 in any future correspondence associated with this request.
Please note that the NRC staffs technical review of your submittal may identify issues that require additional information. Two items identified during acceptance include the need for additional information on the power level of the wireless controller and more information on the location where the cranes will be used. We will contact you in the coming weeks to discuss these needs further as they are more appropriately handled during the detailed technical review.
Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by October 1, 2021. This date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 100 staff hours, which corresponds to about $27,900 ($279/hr).
W. Padgett 2 In accordance with Title 10 of the Code of Federal Regulations Section 2.390, Public inspections, exemptions, requests for withholding of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in ADAMS.
ADAMS is accessible from the NRC Web site at: http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
If you have any questions regarding this matter, please contact me at (301) 415-7154, or via e-mail to Matt.Bartlett@NRC.gov .
