Dear Mr. Tate:
The U.S. Nuclear Regulatory Commission (NRC) has completed its review of your submittal dated January 28, 2021 (Agencywide Documents Access and Management System (ADAMS)
Accession Number ML21028A753), as supplemented by letter dated June 8, 2021 (ADAMS Accession Number ML21159A159), transmitting your triennial update to the decommissioning funding plan for the Richland facility. We found your updated cost estimate acceptable.
Enclosed please find the NRC staffs safety evaluation report and Amendment 16 (non-sensitive and sensitive conditions) of Special Nuclear Material License Number 1227 ML21166A200.
Enterprise Project Identifier (EPID) L-2021-DFA-0000 is now closed.
We request that Framatome obtain a financial assurance instrument and Certification of Financial Assurance that guarantees funds in the amount of the NRC-approved estimate. The financial instrument should be submitted within 30 days of the date of this letter.
In accordance with Title 10 of the Code of Federal Regulations, Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and Enclosures 1 and 2 will be available electronically for public inspection in the NRC Public Document Room or from the NRCs ADAMS. ADAMS is accessible from the NRC Web site at: http://www.nrc.gov/reading-rm/adams.html. Enclosure 3 contains security-related information, and is deemed Official Use Only - Security-Related Information. Therefore, it will not be placed in the Public Document Room, nor will it be publicly available in ADAMS.
Documents transmitted herewith contain Security-Related Information.
When separated from the sensitive conditions in Enclosure 3, this document and Enclosures 1 and 2 are decontrolled.
