The purpose is to publicly document changes to RIS 00-11 and to minimize confusion with the existing guidance. Telecommunications systems, as described in the original RIS, have advanced and numerous licensees are currently unaware of the option to utilize their corporate emergency telecommunications systems, which could provide a cost savings to both industry and the NRC.
