STATUS OF RECOMMENDATIONS: THE OFFICE OF INSPECTOR GENERALS AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS EMERGENCY PREPAREDNESS PROGRAM (OIG-20-A-12)

On June 23, 2020, the U.S. Nuclear Regulatory Commission (NRC) Office of the Inspector General (OIG) issued OIG-20-A-12, Audit of NRCs Emergency Preparedness Program, (Agencywide Documents Access and Management System [ADAMS] Accession No. ML20174A255). On July 23, 2020, the NRC staff responded and agreed with the three recommendations. The OIG determined that the staffs proposed actions would resolve the recommendations, as documented in a memorandum dated August 5, 2020 (ADAMS Accession No. ML20218A694). Based on prior staff responses, OIG has closed Recommendation 1 and Recommendation 3 (ADAMS Accession Nos. ML21061A152 and ML21027A253). This memorandum provides the results of the staffs activities related to Recommendation 2 and recommends closure of the recommendation.

Recommendation 2:

Coordinate with government partners at the Federal, State, and local levels to identify resources, such as recorded training videos presentations, to supplement Regional State Liaison Officers outreach.

Current Status:

The State Agreement and Liaison Programs Branch (SLPB) in the Office of Nuclear Material Safety and Safeguards (NMSS) coordinated with government partners to identify training and information resources to supplement Regional State Liaison Officers (RSLO) outreach. Within the NRC, SLPB engaged the Office of Nuclear Reactor Regulation, the Office of Nuclear Security and Incident Response, the Office of International Programs, the Office of Public Affairs, and the RSLOs. SLPB also collaborated with external partners, including the Department of Energy, the Department of Commerce, the Department of Homeland Security, and the Agreement States.

Baker This extensive engagement identified additional training and information resources, which have been consolidated on the Federal, State, and Tribal Liaison Programs portion of the NRC public Web site (https://www.nrc.gov/about-nrc/state-tribal/fst-liaison.html). This page is also prominently linked on the left side of the State Communication Portal (https://scp.nrc.gov), under Federal and State Liaison Programs. Highlights of this newly added information include training videos and materials on various technical topics and regulatory processes, summary information on the Federal-State partnership, and updated State Liaison Officer conference information.

NMSS considers this recommendation to be closed.
