UPDATE ON STAFF RESPONSE TO THE OFFICE OF THE INSPECTOR GENERALS AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS EMERGENCY PREPAREDNESS PROGRAM (OIG-20-A-12)

REFERENCE:

DIRECTOR, OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS, MEMORANDUM DATED FEBRUARY 18, 2021 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations 1 and 2 as discussed in the agencys memorandum dated February 18, 2021. Based on this response, recommendation 1 is closed. Recommendation 2 remains open and resolved. Please provide an updated status of the resolved and open recommendation by July 30, 2021.

Audit Report AUDIT OF NRCS EMERGENCY PREPAREDNESS PROGRAM OIG-20-A-12 Status of Recommendations Recommendation 1: Revise the existing guidance in State Liaison (SL)-100 to capture best practices and serve as a knowledge management tool for the Regional State Liaison Officer (RSLO) role.

Agency Response Dated February 18, 2021: SL-100 was revised to include successful traits and practices demonstrated by current RSLOs. The updated guidance will serve as a reference for individuals who assume RSLO duties in the future.

The revised SL-100 has been posted on the State Communication Portal (SCP), https://scp.nrc.gov/, and is available in the Agencywide Documents Access and Management System at Accession No. ML20346A512.

Completed: February 16, 2021.

OIG Analysis: The OIG reviewed the revisions to SL-100 as posted on the State Communication Portal. The OIG verified that the updated guidance captures best practices and will serve as a knowledge management tool for the Regional State Liaison Officer (RSLO) role. This recommendation is closed.

Status: Closed.

Audit Report AUDIT OF NRCS EMERGENCY PREPAREDNESS PROGRAM OIG-20-A-12 Status of Recommendations Recommendation 2: Coordinate with government partners at the Federal, State, and local levels to identify resources, such as recorded training videos or presentations, to supplement RSLOs outreach.

Agency Response Dated February 18, 2021: To date, the State Agreement and Liaison Programs Branch (SLPB) has taken the following steps to address the recommendation:

a. Updated the NRC brochure State Programs at the U.S. Nuclear Regulatory Commission NUREG/BR-0520. The revised brochure was published in December 2020.
b. Surveyed the content of existing Federal/State/

Tribal resources that provide information on NRCs roles and responsibilities in nuclear emergency response and associated liaison activities on the NRC public Web site (https://www.nrc.gov/about-nrc/state-tribal.html) and the SCP (https://scp.nrc.gov/). SLPB staff have met with the Office of the Chief Information Officer and its Web site contractor and provided a plan to better integrate the content from the NRC public Web site into the SCP. This comprehensive Web site enhancement project serves the goal of providing better access and content for outside stakeholders. In the coming months, the staff will implement the plan to redesign the SCP, eliminate redundant and outdated content, and add new content and links. The redesigned SCP will, among other things, better consolidate training and information resources, including technical training videos, recorded webinar series, and self-paced online courses. Once complete, the SCP will serve as the agencys information clearinghouse for State and Tribal activities.

c. Initiated a survey of external government partners to identify information gaps and other needed resources.

Based on the results of this needs assessment, SLPB will develop additional products for the SCP. Based on initial feedback from external partners, the redesigned SCP will integrate the variety of Federal, State, and Tribal liaison program information. This integration of resources will better support the range of RSLO outreach activities, including on topics related to nuclear materials, reactors, radioactive waste, and emergency preparedness and response. With an improved information SCP, outreach activities conducted by the RSLOs will be supplemented with updated resources.

Target Completion Date: June 23, 2021.

The OIG will close this recommendation when OIG reviews the completed website enhancements and the integration of resources, including any additional resources developed or updated, to supplement the RSLOs outreach.
