Sunday, July 18, 2021 12:00 AM Rebecca and Tom, By letter dated December 1, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20336A008), Exelon Generation Company, LLC (Exelon, the licensee) submitted a proposed alternative request to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, "Rules for Inservice Inspection of Nuclear Power Plant Components," requirements on the basis that the alternative provides an acceptable level of quality and safety, in accordance with 10 CFR 50.55a(z)(1) for the Exelon-fleet operating nuclear plants, which included Quad Cities Nuclear Power Station, Units 1 and 2 (Quad). This proposed alternative concerns ASME Section XI repair/replacement documentation for replacement of pressure retaining bolting. By letter dated March 1, 2021 (ADAMS Accession No. ML21062A065), the U.S. Nuclear Regulatory Commission (NRC) staff requested additional information regarding the licensees proposed alternative. By letter dated April 20, 2021 (ADAMS Accession No. ML21110A092), the licensee responded to the NRC staff to the NRC staffs March 1, 2021 request for additional information.

In the April 20, 2021 letter, the licensee requested that the proposed alternative regarding ASME Section XI repair/replacement documentation for replacement of pressure retaining bolting apply to the next or the sixth 10-year Inservice Inspection (ISI) Interval in accordance with the 2017 edition of the ASME Code,Section XI for Quad, which was a new request. By letter dated May 18, 2021 (ADAMS Accession No. ML21138A839), the licensee provided supplemental information updating the request to contain references to the ASME Code 2017 edition. This NRC staff acceptance review pertains to this proposed alternative request for the sixth ISI interval for Quad.

The purpose of this e-mail is to provide the results of the NRC staffs acceptance review of the above request for Quad pertaining to the sixth ISI interval. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended

to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your submittal and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed alternative request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

Based on the information provided in your submittal, the NRC staff has estimated that the relief request will take approximately 60 hours6.944444e-4 days <br />0.0167 hours <br />9.920635e-5 weeks <br />2.283e-5 months <br /> to complete. The NRC staff expects to complete the review of the licensing action by January 31, 2022. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.

These estimates are based on the NRC staffs initial review of the application and they could change, due to several factors including requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees or hearing-related activities. Additional delays may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.
