SUBJECT:

AMENDMENT 89, APPROVAL OF CLASSIFIED NETWORK CHANGE (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2021-LLA-0008)

BACKGROUND By letter dated October 27, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20311A167), Louisiana Energy Services (LES) requested approval of a classified network change and revision of associated information system security plans.

DISCUSSION By e-mail dated March 18, 2021 (ADAMS Accession No. ML21081A032, non-public), the U.S.

Nuclear Regulatory (NRC) Authorizing Official approved the request. The approval is based on assessments by security specialists in the U.S. Department of Energy, the NRC Office of the Chief Information Officer, and the NRC Office of Nuclear Security and Incident Response.

This change augments the security posture of these systems used for classified processing up to Secret-Restricted Data and does not negatively impact the existing Interim Authority To Operate.

ENVIRONMENTAL REVIEW The NRC staff determined that the proposed change to the classified network is an amendment relating solely to a safeguards matter. It involves modification to a system used for security.

Such actions are categorically excluded from the requirements to prepare a site-specific environmental assessment consistent with Title 10 of the Code of Federal Regulations (10 CFR)

Section 51.22(c)(12). In accordance with 10 CFR 51.22(d), neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION The NRC staff concludes that the proposed change to the classified network is acceptable and provides reasonable assurance that classified information will be protected. License Condition 10 has been modified as follows:
