Request for Exemptions under 10CFR30.11 and 10CFR70.17 for Alternate Disposal of Wastes from Columbia Fuel Fabrication Facility under 10CFR20.2002

Dear Sirs:

Westinghouse Electric Company, LLC (WEC) submitted a request for an Alternate Disposal Authorization under 10CFR20.2002 to which US Ecology Idaho (USEI) is a party (Document# LTR-RAC-20-45, dated May 8, 2020). The Alternate Disposal submission was for approximately 175,956 cubic feet (ft3) of low-activity soils and steel cylinders containing byproduct and special nuclear material from activities associated with the processes at the Columbia Fuel Fabrication Facility (Docket No. 70-1151, License No. SNM-1107). Approximately 50,400ft3 of the requested volume consisted of the segregated pile of CaF2. However, it was discovered that the actual volume was less than the estimated amount. WEC has submitted another Alternate Disposal Request (ML21039A719), requesting an additional 25,900ft3 of CaF2 material, which when combined to the approved material would total the original requested 50,400ft3.

The Alternate Disposal would occur at US Ecology Idaho, a RCRA Subtitle C hazardous and low-activity radioactive waste treatment and disposal facility located near Grand View, ID.

Pursuant to final NRC approval of the above referenced submittal, US Ecology requests an exemption from the licensing requirements published in 10CFR30.3 and 10CFR70.3 for our Grand View, ID facility to allow for disposal of these wastes.
