BEAVER VALLEY POWER STATION, UNITS 1 AND 2 - CORRECTION TO AMENDMENT NOS. 307 AND 197 TO ADD CONTAINMENT SUMP TECHNICAL SPECIFICATIONS TO ADDRESS GENERIC SAFETY ISSUE 191 ISSUES (EPID L-2020-LLA-0154)

Dear Mr. Grabnar:

On January 28, 2021 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML20345A236), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 307 and 197 to Renewed Facility Operating License (RFOL) Nos. DPR-66 and NPF-73 for the Beaver Valley Power Station, Units 1 and 2 (BVPS), respectively. The amendments added containment sump technical specifications to address Generic Safety Issue 191 issues.

Subsequent to the issuance of the amendments, the licensee notified the NRC by phone call January 29, 2021, that the implementation date in the amendment was not the same in the license amendment request.

Specifically, the license amendment application requested an implementation date of 60 days following receipt of the NRC closure letter for actions to address Generic Letter 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized Water Reactors, at BVPS. The license amendments issued stated an implementation of 60 days from the date of issuance. Aligning these two actions (TSTF-567 and GL 2004-02) will allow a more coordinated, efficient implementation of containment sump debris limits.

The NRC staff has determined that the inconsistencies in the implementation dates were made inadvertently and has changed the implementation dates to align with the licensees request.

The changes do not change any of the conclusions associated with the issuance of Amendment Nos. 307 and 197 and do not affect the associated notice to the public. Accordingly, Enclosures 1 and 2 to this letter provide corrected pages for Amendment No. 307 for Unit 1 and Amendment No. 197 for Unit 2, respectively.

2. Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Renewed Facility Operating License No. DPR-66 is hereby amended to read as follows:

(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 307, which is attached hereto are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.

3. This license amendment is effective as of its date of issuance and shall be implemented 60 days following receipt of the NRC closure letter for actions to address Generic Letter 2004-02 at Beaver Valley Power Station.

2. Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Renewed Facility Operating License No. NPF-73 is hereby amended to read as follows:

(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 197, and the Environmental Protection Plan contained in Appendix B, both of which are attached hereto are hereby incorporated in the license. Energy Harbor Nuclear Corp. shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

3. This license amendment is effective as of its date of issuance and shall be implemented 60 days following receipt of the NRC closure letter for actions to address Generic Letter 2004-02 at Beaver Valley Power Station.
