REVIEW SCHEDULE FOR GE-HITACHI LICENSING TOPICAL REPORT NEDC-33922P, REVISION 0, BWRX-300 CONTAINMENT EVALUATION METHOD (DOCKET No. 99900003)

By letter dated September 25, 2020, GE-Hitachi Nuclear Energy Americas, LLC (GEH) submitted Licensing Topical Report (LTR) NEDC-33922P, Revision 0, BWRX-300 Containment Evaluation Method (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML20269A469), to the U.S. Nuclear Regulatory Commission (NRC) staff for review. By letter dated November 13, 2020, the NRC staff informed you that the LTR was accepted for review, but that schedule and resource information could not be provided until the requested TRACG and GOTHIC input decks were provided to enable the staff to independently assess (for confirmatory purposes) the information summarized in NEDC-33922P (ADAMS Accession No. ML20308A620). The NRC staff received the requested input decks on December 17, 2020 (ADAMS Accession No. ML20308A620).
The review schedule was discussed with George Wadkins of GEH on January 29, 2021. The NRC staff expects to issue requests for additional information (RAIs) before August 5, 2021, if necessary. If GEH satisfactorily responds to all RAIs by September 17, 2021, and resolves all issues identified during the review process, the NRC staff expects to provide the advanced safety evaluation report (SER) with no open items to GEH for proprietary material and fact check review before January 7, 2022. The staff will then coordinate with the Advisory Committee on Reactor Safeguards (ACRS) on available dates for the ACRS to hold a meeting regarding the LTR and NRC staffs advanced SER.
Section 170.21, Schedule of fees for production and utilization facilities, review of standard referenced design approvals, special projects, inspections, and import and export licenses, of Title 10 of the Code of Federal Regulations requires that LTRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, the NRC staffs hours will be billed accordingly.
The NRC staff estimates that conducting a detailed safety review of this LTR, including confirmatory analyses, will require approximately 3,500 staff-hours, including project management time. This estimate does not include the LTR acceptance review charges and is based on RAIs with a 45-day GEH response time, with the initiation of a GEH RAI response timeline that starts upon draft RAI receipt. The estimate also assumes multiple meetings between the NRC staff and the GEH staff to discuss the LTR review, audit activities, and presentations to the ACRS. This estimate is based on the NRC staffs cursory review for sufficiency and completeness. The level of effort could change once the NRC staff delves into matters of technical merit during the detailed safety review of the LTR. Similarly, the schedule could change if additional rounds of RAIs are needed, or if the ACRS declines to review the LTR.
