SUBJECT:
CLINTON POWER STATIONNOTIFICATION OF NRC SUPPLEMENTAL INSPECTION (95001) AND REQUEST FOR INFORMATION
Dear Mr. Rhoades:
By letter dated November 2, 2020, the U.S. Nuclear Regulatory Commission (NRC) communicated to you its intent to perform a supplemental inspection to review your evaluation of the root and contributing cause(s) and corrective actions for a finding of greater than Green significance (ML20307A569). The issue is discussed in NRC Inspection Report 05000461/2020403 (ML20247J480) for your Clinton Power Station.
On November 20, 2020, your staff notified the NRC of your readiness for the supplemental inspection to review the actions taken to address the performance issues. Therefore, the NRC plans to conduct a supplemental inspection in accordance with Inspection Procedure 95001, Supplemental Inspection for One or Two White Inputs in a Strategic Performance Area, beginning on February 22, 2021. This inspection will consist of both remote and onsite activities. The NRC will coordinate the onsite portions of the inspection with Clinton Power Station to accommodate safety protocols during the current National Public Health Emergency.
This inspection procedure is conducted to provide assurance that the root cause and contributing causes of the identified issues are understood, the extent of condition and the extent of cause are identified, and the corrective actions are sufficient to prevent recurrence.
In order to minimize the impact to your staff and to ensure a productive inspection for both organizations, we have enclosed a request for documents needed for this inspection. Most of the documents identified are those that the inspectors will need prior to arrival at the plant.
Documents containing safeguards information are requested to be made available to the inspectors upon arrival. If possible, we would request that this information be provided electronically to the inspectors. Any material that is not available electronically should be mailed to the address identified in the enclosure.
We have discussed the schedule for the inspection with your staff and understand that our contact for this inspection at Clinton Power Station will be Mr. Will Marsh. If there are any questions regarding our schedule for the inspection or the material requested, please contact Mr. Mike Ziolkowski at (630) 829-9723. He may also be reached electronically at michael.ziolkowski@nrc.gov.
This letter and its enclosure will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations, Part 2.390, Public Inspections, Exemptions, Requests for Withholding.
Sincerely,
/RA/
