SUMMARY
OF THE JULY 28, 2020, CLOSED MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND THE PRESSURIZED WATER REACTOR OWNERS GROUP ON A TOPICAL REPORT ON REGULATORY RELAXATION FOR PWR LOOSE-PART-DETECTION SYSTEMS" On July 28, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with representatives from the Pressurized Water Reactor (PWR) Owners Group (PWROG) to discuss the pre-submittal of Topical Report (TR) PWROG-20016-P, PWROG - Regulatory Relaxation for PWR Loose-Part-Detection Systems. The information discussed during the meeting was proprietary in nature, and therefore, the meeting was closed to the public. The meeting notice is publicly available in the Agencywide Documents Access and Management System (ADAMS) under Package Accession No. ML20342A385. The list of meeting attendees is enclosed.
Objective The objective of the meeting was to discuss the future submittal of a TR which will address PWROGs approach used to justify an NRC generic approval to remove the Loose Parts Detection System (LPDS) requirements from the PWR licensing basis. The meeting also provided an opportunity for PWROG to propose a tentative review schedule to facilitate NRC acceptance of the future TR submittal. During the opening remarks PWROG introduced the key contributors, described the content of the TR, and identified the applicability to the domestic PWR fleet.

Background===
To present the historical perspective, the PWROG referred to the NRC-approved TR that was submitted for the Boiling Water Reactor (BWR) fleet entitled Topical Report NEDC-32975 (P), "Regulation Relaxation for BWR Loose Parts Monitoring Systems," dated January 2001 (ADAMS Accession No. ML010310355). The BWR Owners Group TR requested that NRC provide generic approval to remove the LPDS requirements from the licensing basis which is very similar to the concept being presented for PWRs.
Discussion During the meeting PWROG gave a detailed overview of its results from: 1) the May 2019 industry survey, 2) operational experience (OpE) database searches, and 3) qualitative evaluation studies. The industry survey gathered and recorded information on the reliability, maintenance, and cost associated with the LPDS. The PWROG representatives discussed the commitments plants have made to comply with the requirements addressed in Regulatory Guide (RG) 1.133, "Loose-Part Detection Program For The Primary System Of Light-Water-Cooled Reactors" (ADAMS Accession No. ML003740137). The PWROG representatives shared information regarding the Foreign Material Exclusion (FME) programs associated with plant procedures/guidelines that are currently in place to avoid or mitigate damage to the safety-related primary system components.
Final Comments At the conclusion of the meeting, PWROG representatives stated that it plans to transmit the TR for NRC review in August 2020 requesting an approval period of one year.
