Dear Mr. Wells:

By letter dated November 4, 2020 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML20309A695), Tennessee Valley Authority (TVA) submitted an exemption request for the Watts Bar Nuclear Plant (WBN), Units 1 and 2. The proposed exemption would relieve TVA from conducting the calendar year (CY) 2020 annual force-on-force (FOF) exercises as required by 10 CFR 73, Appendix B, Section VI, Subsection C.3.(I)(1) for WBN, Units 1 and 2.

The request also asked to withdraw the October 14th exemption request (ADAMS Accession No. ML20288A432), which was submitted following the guidance in the U.S. Nuclear Regulatory Commissions (NRC) letter dated April 20, 2020 (ADAMS Accession No. ML20105A483) rather than the NRCs guidance in the October 13, 2020, letter (ADAMS Accession ML20273A058). The NRC acknowledges your request to withdraw the October 14, 2020, exemption request. NRC staff activities on the review have ceased and the associated EPID number has been closed.

The purpose of this email is to provide the results of the NRC staffs acceptance review of the proposed exemption. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the exemption has any readily apparent information insufficiencies in its characterization of the regulatory requirements.

The NRC staff has reviewed TVAs request and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the exemption under 10 CFR 73.5. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.

Based on the information provided in TVAs submittal, the NRC staff has estimated that this request will take approximately 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to complete and that the review can be completed by the requested date of December 31, 2020. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates will be communicated, during the routine interactions.
