AMENDMENT NO. 9 TO CERTIFICATE OF COMPLIANCE NO. 1031 FOR THE MAGNASTOR STORAGE SYSTEM
Dear Mr. Fowler:
As requested by your application dated October 9, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19296C938), as supplemented on April 9, 2020 (ADAMS Accession No. ML20108F317), and June 29 (ADAMS Accession No. ML20192A118), enclosed is Amendment No. 9 to the Certificate of Compliance No. 1031 for the MAGNASTOR storage system. This amended certificate issued by the U.S. Nuclear Regulatory Commission (NRC) constitutes the approval and conditions for use of the MAGNASTOR storage system for storage of spent nuclear fuel under the general license provisions of Title 10 of the Code of Federal Regulations (10 CFR), Part 72, Subparts K and L.
The amendment adds a new concrete overpack (named CC6); four new heat load zone patterns; a new hybrid fuel assembly type; a new maximum enrichment for the BW15H2 hybrid fuel assembly, a new minimum soluble boron concentration and neutron absorber areal density; and reorganizes Appendix B of the technical specifications.
As stated in the Federal Register (85 FR 59395, September 22, 2020), the effective date of this certificate is December 7, 2020. The NRC safety evaluation report for this amended certificate (including the Technical Specifications) is enclosed.
