FINAL SAFETY EVALUATION FOR FRAMATOME INC. TOPICAL REPORT ANP-10323P, REVISION 1, GALILEO FUEL ROD THERMAL-MECHANICAL METHODOLOGY FOR PRESSURIZED WATER REACTOR (EPID L-2013-TOP-0003)
Dear Mr. Peters:
By letter dated August 1, 2013 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML13218A013), AREVA (currently named Framatome, Inc.
(Framatome)) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review of Topical Report (TR) ANP-10323P/NP, Revision 0, Fuel Rod Thermal Mechanical Methodology for Boiling Water Reactors and Pressurized Water Reactors. By letter dated March 27, 2014 (ADAMS Accession No. ML14078A458), the NRC staff accepted the TR for review. By letter dated November 23, 2015 (ADAMS Accession No. ML15329A315), AREVA revised the scope of the requested review and approval and requested the NRC to review and approve the TR for application only to pressurized water reactors utilizing Uranium Dioxide (UO2) and gadolinia bearing fuel and suspend the review of the boiling water and Mixed Oxide (MOX) portions of the TR. In June 2018 (ADAMS Package Accession No. ML18186A356), Framatome submitted ANP-10323P/NP, Revision 1, GALILEO Fuel Rod Thermal-Mechanical Methodology for Pressurized Water Reactors, to the NRC staff for review and approval.
By letter dated August 24, 2020 (ADAMS Package Accession No. ML20230A037), an NRC draft safety evaluation (SE) regarding our approval of TR ANP-10323P, Revision 1, was provided for your review and comment. By letter dated September 21, 2020 (ADAMS Package Accession No. ML20269A351), you provided comments on the draft SE. The NRC staffs disposition of the Framatome comments on the draft SE are discussed in the attachment of the final SE enclosed with this letter.
NOTICE: The enclosure contains SUNSI information; when the enclosure is separated from this transmittal letter the letter is decontrolled.
OFFICIAL USE ONLY - PROPRIETARY INFORMATION OFFICIAL USE ONLY - PROPRIETARY INFORMATION The NRC staff has found that TR ANP-10323P, Revision 1, is acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the TR and in the enclosed final SE. The final SE defines the basis for our acceptance of the TR.
Our acceptance applies only to material provided in the subject TR. We do not intend to repeat our review of the acceptable material described in the TR. When the TR appears as a reference in licensing applications, our review will ensure that the material presented applies to the specific plant involved. License amendment requests that deviate from this TR will be subject to a plant-specific review in accordance with applicable review standards.
In accordance with the guidance provided on the NRC website, we request that Framatome publish approved proprietary and non-proprietary versions of TR ANP-10323P, Revision 1, within three months of receipt of this letter. The approved versions shall incorporate this letter and the enclosed final SE after the title page. For non-proprietary versions, Framatome shall strike the proprietary information markings in this letter and make the appropriate redactions and adjustments to document security classifications to the attached SE. Also, they must contain historical review information, including NRC request for additional information (RAI) questions and your responses. The approved versions shall include a "-A" (designating approved) following the TR identification symbol.
As an alternative to including the RAI questions and RAI responses behind the title page, if changes to the TR were provided to the NRC staff to support the resolution of RAI responses, and the NRC staff reviewed and approved those changes as described in the RAI responses, there are two ways that the accepted version can capture the RAI questions:
- 2. The RAI questions and RAI responses can be captured in the form of a table (inserted after the final SE) which summarizes the changes as shown in the approved version of the TR.
The table should reference the specific RAI questions and RAI responses which resulted in any changes as shown in the accepted version of the TR.
If future changes to the NRCs regulatory requirements affect the acceptability of this TR, Framatome will be expected to revise the TR appropriately or justify its continued applicability
