Dear Mr. Peters:

By letter dated August 1, 2013 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML13218A013), AREVA (currently named Framatome, Inc.

(Framatome)) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review of Topical Report (TR), ANP-10323P/NP, Revision 0, Fuel Rod Thermal Mechanical Methodology for Boiling Water Reactors and Pressurized Water Reactors. By letter dated March 27, 2014 (ADAMS Accession No. ML14078A458), the NRC staff accepted the TR for comprehensive review. By letter dated November 23, 2015 (ADAMS Accession No. ML13218A014), AREVA revised the scope of the requested review and approval and requested the NRC to review and approve the TR for application only to pressurized water reactors utilizing Uranium Dioxide (UO2) and gadolinia bearing fuel and suspend the review of the boiling water and Mixed Oxide (MOX) portions of the TR. In June 2018 (ADAMS Package Accession No. ML18186A356),

Framatome submitted ANP-10323P/NP, GALILEO Fuel Rod Thermal-Mechanical Methodology for Pressurized Water Reactors. By letters dated December 2018, January 2019, June 2019, September 2019, and July 2020 (ADAMS Package Accession No. ML18361A736, ML19036A818, ML19184A020, ML19274B618, and ML20231A424), Framatome completed submittal of responses to the NRC staff requests for additional information questions. Enclosed for Framatome review and comment is a copy of the NRC staff's draft safety evaluation (SE) for the TR.

Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), we have determined that the enclosed draft SE may contain proprietary information. If you believe that any information in the enclosure is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. Twenty working days are provided for you to comment on the proprietary aspects and provide any factual errors or clarity concerns contained in the draft SE. The final SE will be issued after making any necessary changes and will be made publicly available. The NRC staff's disposition of your comments on the draft SE will be discussed in the final SE.
