DUANE ARNOLD ENERGY CENTER - NOTICE TO EXTEND THE COMMENT PERIOD RELATED TO THE POST-SHUTDOWN DECOMMISSIONING ACTIVITIES REPORT AND SITE-SPECIFIC DECOMMISSIONING COST ESTIMATE (EPID L-2020-LLL-0005)

Dear Mr. Moul:

Enclosed is a copy of the Notice of Extending the Comment Period for the post-shutdown decommissioning activities report (PSDAR), including the site-specific decommissioning cost estimate (DCE) for the Duane Arnold Energy Center.

On April 2, 2020, NextEra Energy Duane Arnold, LLC (the licensee) submitted a letter enclosing the PSDAR and included the DCE (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20094F603). In a Federal Register notice dated June 19, 2020 (85 FR 37116), the U.S. Nuclear Regulatory Commission (NRC) informed the public of a meeting to be held on July 28, 2020, to discuss and accept comments on the PSDAR and DCE.

Due to travel restrictions associated with the Coronavirus Disease 2019 (COVID-19) public health emergency (PHE), this meeting has been postponed. The current public comment period will close on October 19, 2020. Section 50.82(a)(4)(ii) of Title 10 of the Code of Federal Regulations (10 CFR) requires that the NRC conduct a public meeting in the vicinity of the licensee's facility. The NRC will hold a public meeting to discuss the PSDARs content and receive comments once conditions associated with the COVID-19 PHE support. As such, the NRC has decided to extend the public comment period until February 19, 2021. This will allow more time for members of the public to develop and submit comments.

SUMMARY

On June 19, 2020, the U.S. Nuclear Regulatory Commission (NRC) solicited comments on the post-shutdown decommissioning activities report (PSDAR) for the Duane Arnold Energy Center (DAEC). The PSDAR, which includes the site-specific decommissioning cost estimate (DCE), provides an overview of NextEra Energy Duane Arnold, LLCs (NEDA or the licensee) planned decommissioning activities, schedule, projected costs, and environmental impacts for DAEC. The public comment period was originally scheduled to close on October 19, 2020. The NRC has decided to extend the public comment period to allow more time for members of the public to develop and submit their comments. The NRC will hold a public meeting to discuss the PSDARs content and receive comments once conditions associated with the Coronavirus Disease 2019 (COVID-19) public health emergency support.

DATES: The due date of comments requested in the document published on June 19, 2020 (85 FR 37116), is extended. Comments should be filed no later than February 19, 2021. Comments received after this date will be considered, if it is practical to do so, but the Commission is able to ensure consideration only for comments received on or before this date.
