SAN ONOFRE NUCLEAR GENERATING STATION UNITS 2 AND 3, UPDATED POST-SHUTDOWN DECOMMISSIONING ACTIVITIES REPORT AND IRRADIATED FUEL MANAGEMENT PLAN, REV. 1, MAY 2020
Dear Mr. Bauder:
On May 7, 2020 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML20136A339), Southern California Edison (SCE) provided updates to the Post-Shutdown Decommissioning Activities Report (PSDAR) and Irradiated Fuel Management Plan (IFMP) for the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3 in accordance with Title 10 Code of the Federal Regulations (10 CFR) 50.82(a)(7). In its letter, SCE indicated that since the initial submittal of these plans in 2014, SCE has selected vendors to implement the decommissioning of SONGS Units 2 and 3, expanded the SONGS independent spent fuel storage installation, and made other decommissioning process decisions. As a result, SCE updated the SONGS Units 2 and 3 PSDAR and IFMP.
The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of your submittal. The NRC determined that in general, the nature of the updates reflect lessons learned, schedule changes influenced by such activities as the past spent fuel transfer schedule delays, and updates describing commitments made to State agencies. The NRC staff agrees that the environmental impacts associated with the site-specific decommissioning activities, as reflected in the Revised PSDAR and IFMP, will be bounded by the appropriate previously issued generic and plant specific environmental impact statements. Also, the NRC staff concluded that the update did not indicated any significant cost and/or schedule modifications reflected in the updated reports.
Moreover, the NRC staff recently completed its review of the adequacy of decommissioning trust fund (DTF) balances, including that for spent fuel management, in accordance with the annual review of reactors in decommissioning, of which SONGS Unit 2 and 3 are included in the May 7, 2020, submittal. The NRC staff evaluated your submittal, ADAMS Accession No. ML20079J032 (March 17, 2020), Decommissioning Funding Status Report 2019 San Onofre Nuclear Generating Station Units 1, 2, and 3 and Independent Spent Fuel Storage Installation, and concluded that funding for SONGS Units 2 and 3 (as well as Unit 1), is adequate to meet current decommissioning and spent fuel management cost estimates for those facilities.
