Dear Mr. McIntyre:

l ' By Westinghouse letter NSD-NRC-98-5633, dated March 24,1998, you submitted a report on "WCOBRA/ TRAC APPLICABILITY TO AP600 LARGE-BREAK LOSS OF COOLANT ACCIDENT," WCAP-14171 (Revision 2). The report demonstrates that the WCOBRA/ TRAC computer code can accurately model the AP600 large-break LOCA transient using best estimate methodology. Similarly, Westinghouse letter NSD-NRC-96-4871, dated October 30,1996, submitted revision 1 of WCAP-14171 and Westinghouse letter NTD-NRC-94-4307 dated September 28,1994 submitted revision 0 of this report.

In the letters submitting each revision to WCAP-14171 (September 28,1994 for revision 0; October 30,1996 for revision 1; March 24,1998 for revision 2) you stated that certain information in WCAP-14171 was considered proprietary and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790. Non-proprietary versions of each revision to WCAP-14171 were submitted as a separate WCAP (WCAP-14172) by Westinghouse letters NSD-NRC 5694, dated May 14,1998 (Revision 2); NSD-NRC 96-4884, dated November 14,1996 I (Revision 1); and NTD-NRC-94-4307 dated September 28,1994 (Revision 0), for placement into the Public Document Room. Affidavit AW-98-1222 dated March 24,1998, and Affidavit AW 96-1030 dated October 30,1996, were both executed by you pertain to revisions 2 and 1 of WCAP-14171 respectively. ~ Affidavit AW-94-730 dated September 30,1994 pertains to revision 0 of WCAP-14171 and was executed by Henry A. Sepp of Westinghouse. Each Affidavit claims, in part, that the information is classified as proprietary because "The development of the technology described in part by the information is the result of applying the results of many years of experience in an intensive Westinghouse effort and the expenditure of a considerable sum of money." in addition, the affidavits also state that this information should be considered exempt from mandatory public disclosure for the following reasons:

a. The information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over other companies.
