NRC INSPECTION REPORT 70-7002/98010(DNMS) AND NOTICE OF VIOLATION
Dear Mr. Miller:
On June 5,1998, the NRC completed a maintenance and surveillance, emergency l
preparedness, and management organization and controls inspection at your Portsmouth Gaseous Diffusion Plant. The enclosed report presents the results of the inspection.
1 Based upon the results of the inspection, the NRC has determined that one violation of NRC requirements occurred.- The violation is cited in the enclosed Notice of Violation (Notice) and the i
. circumstances surrounding the violation are described in detail in the enclosed report. The violation indicated deficiencies by your staff in properly implementing certain aspects of the plant training program.

i-The violation identified in this report is similar to Violation 97011-01, issued December 5,.1997, T which cited three first-line managers who performed work under procedures containing nuclear criticality safety approval requirements without receiving nuclear criticality refresher training.
' Additionally, NRC Inspection Report 98008 issued May 29,1998, identified inadequate documentation of training requirements, inadequate initial training of individuals appointed to new positions,' and inadequate control of individuals with deficient training qualification as training
- program deficiencies. Your response to Violation 97011-01 and inspection Report 98008 identified that a supplemental response with your corrective actions to reduce the present number of training delinquencies while ensuring compliance with the safety analysis report and I
technical safety requirements would be submitted by June 29,1998 (GDP 98-2023). As a result, no response to the violation in the enclosed Notice is required. The NRC will evaluate the effectiveness of your corrective actions to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.
