9'8 PRELIMINARY NOTIFICATION February 17, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PNS-78-07 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:
PROTECTED AREA INTRUSION On February 15,1978, at 11:30 p.m., facility guards apprehended a single individual moments after he had scaled the seawall protected area fence.
Investigation by guard supervisors revealed the intruding individu'al was a U. S. Marine whose Marine Corps vehicle had become disabled on the beach outside the seawall protected area barrier.
He had climbed the fence to seek assistance.
No press release was made or is being planned by the licensee or Region V.
The IAT was nptified.
This Preliminary Notification is issued for information only, and no further action by IE is anticipated.
Region V (San Francisco) received notification of this occurrence by telephone from the licensee at 1:30 p.m., February 16, 1978.
