SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
CRYSTAL RIVER UNIT 3 (REPORT N0. 50-302/98-99)
Dear Mr. Anderson:
The NRC Systematic Assessment of Licensee Performance (SALP) has been completed for your Crystal River Unit 3 facility.
The facility was evaluated for the period of October 6,1996, through May 9,1998. Originally, the assessment was scheduled to end on October 6, 1997. The assessment period was expanded to May 9, 1998, so that the assessment would include the plant restart.
In accordance with NRC Management Directive, the SALP Board placed strong emphasis on the last six months of the assessment period, which captured the preparations for restart. the return to operation, and the first few months of power o)eration. The results of the evaluation are documented in the enclosed SALP Report, This report will be discussed with you at a-public meeting to-be held at your Training Center in Room 153 at 11:00 a.m. on July 2, 1998.
The SALP process ' assesses licensee performance in four functional areas:
Plant Operations, Maintenance, Engineering and Plant Support.
Performance i
improvements were observed in all-SALP areas. Of particular note were the
-improvements in engineering and operations, both of which changed ratings from adecuate to good. While performance in maintenance and plant support remained gooc, there.were indications of performance improvement in elements of each of

these functional areas.

The performance improvement resulted in large part from the ability you demonstrated over the last half of the assessment period to identify problems and.to take appropriate and effective corrective actions.- Quality Assurance assessments were aggressi/e in the identification of problems.
Sel f-i assessment programs were established in all areas and were functioning 1
effectively by the end of the assessment period.
In accordance with Section 2.790 of the NRC's " Rules of' Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
