ADMISSION OR DENIAL OF THE VIOLATION South Carolina Electric &. Gas Company (SCE&G) is in agreement with the alleged violation.

II.

REASON FOR THE VIOLATION Due to personnel error in scheduling the required emergency plan training, five of the seven individuals had not received the training.

Two of the individuals were " administrative support in an emergency,"

and were inadvertently added to the key essential personnel list in the Emergency Planning Telephone Directory.

III.

CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED The five indi.viduals who required the training were trained during the weeks of February 27, 1989 and March 6, 1989. The two administrative support personnel were removed from the Emergency Planning. Telephone Directory key essential personnel list in Revision 8, February 1989.

Verification of emergency training and qualifications for all key essential personnel was completed prior to March 31, 1989.-

IV.

CORRECTIVE ACTIONS TAKEN TO AVOID FURTHER VIOLATION To ensure key essential emergency response personnel are trained and qualifications maintained, the following corrective actions are planned or have been taken:

1)

Emergency response personnel will be notified sufficiently in advance of their training requirements to ensure that they maintain their qualifications.

2)

The Emergency Planning staff will develop a training matrix to identify the key essential personnel. The matrix will be maintained by the Emergency Planning staff to establish emergency qualifications.

3)

Personnel who fail to maintain emergency response qualifications will be notified and removed from the key essential personnel list until satisfactorily completing the training or other requirements. Emergency Planning will be responsible for notifying employees.

In addition'to the above actions,' upper management continues to be involved in resolution of this_ violation. On April 4. 1989, the Vice President of Nuclear Operations issued a memorandum directing that key essential emergency response personnel will be held accountable for maintaining their own training qualifications current. This directive also requires the Quality J

Assurance organization to perform specific audits / surveillance-of. emergency response training to ensure corrective actions are appropriate and adequate.

V.

DATE OF FULL COMPLIANCE SCE&G will be in full compliance with respect to the stated corrective actions as of July 31, 1989.
