VALUE ADDED TO THE STAFF PROPOSALS REVIEWED BY THE CRGR IN THE PAST YEAR in response to the SRM dated April 18,1997, on SECY-97-052, " Committee to Review Generic Requirements (CRGR) - Scope of Review and Periodic Review Activities," the purpose of this memorandum is to invite your input regarding CRGR review of the staff proposals sponsored by your office from June 1,1997 through May 31,1998. The SRM directs that:

" in assessing whether the associated costs are commensurate with the significance of issues raised by the CRGR, staff's summaries or evaluations should be from those stakeholder (i.e., program offices) that have had issues before the CRGR for review, and considers [ sic] elements such as: the percentage of original staff proposals that were fundamentally flawed due to technical, procedural, or legal deficiencies, or flawed with respect to policy when presented to the CRGR and the significance of issues raised compared to impact on schedules and resources expended to address those issues. This process should be provided for Commission consideration."

The attachment contains a list of the topics reviewed by the CRGR between June 1,1997 and May 31,1998. Specifically, your feedback on the staff proposal sponsored by your office should include such information as (1) your assessment of the "value added" by the CRGR review (e.g.,

improvement in the quality of the product from the standpoint of underlying safety concerns and backfit considerations, completeness, and consistency with the Commission's policies, rules and regulations); (2) staff efforts expended in addressing CRGR comments and recommendations, excluding the time required for OGC and program office re-concurrence; (3) impact on schedule, if any; and (4) your assessment of the significance of the issues raised and associated costs in ,
