Pnrsuant to 10CFR 50.90, please find attached proposed license amendments to facility operating licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and-2, respectively. The proposed changes to Technical Specification 3/4.9.1 are requested to allow greater flexibility in isolating reactor makeup water supply to the reactor coolant system during refueling operations. Using the proposed isolation method allowed by the revision, Operations can makeup water to the refueling water storage tank concurrent with refueling operations.

We request you review and approve our proposal before the next McGuire refueling outage, presently scheduled for March 1990. Provisions have been made so the revision can be implemented upon approval.
