Proposed License Amendment - Addition of End of Operations Statement

Dear Mr.-Weiss:

This is an amendment request to the Facility Operating License No.

DPR-34 to modify a license condition regarding the end of operations at Fort St. Vrain.

Public Service Company (PSC) officially announced the end of operations at Fort St. Vrain on August 29, 1989.

The plant had been in a shutdown condition since August 18, 1989 and, as a result of this announcement, will now remain shutdown.

PSC will not operate the plant (above 2% of full power) for electric power production now or in the future.

This amendment will replace the current license condition of paragraph 2.D.(4) regarding Early Shutdown.

PSC does not intend to take the reactor critical again.

However, if any unanticipated circumstances require the reactor to be taken critical, the 2% power restriction currently contained in the license (previously to have been effective on or before June 30, 1990) will prevent any significant heat being added to the core. The 2% power level is sufficient to perform any reactor criticality experiments.

Additionally, the 2% power restriction avoids entering the " power

. operation" definition as described in the Fort St.

Vrain Technical Specifications.

is a summary of the proposed change. Attachment 2 is the proposed change to the existing license. contains a "No Significant Hazards Consideration Analysis" for the proposed change.
