My formal education consists of an A.A. degree in Radiation Science from Montgomery Community College in 1972, a B.S. degree'in Physics from Towson I

State College in 1974, and an M.S. degree in Radiological Health from the University of Pittsburgh in 1975.

.Before joining NRC, I served three years as a part-time employee of the i

Radiation Protection Department of the National Institutes of Health in Bethesda, Maryland. My duties included collecting air samples to determine the level of radioactivity for specific isotopes, radiation contamination surveys of research labs, and advising research personnel in safety procedures involving the use of radioactive isotopes.

I joined the NRC in June 1976 as a health physicist in the Radioisotopes Licensing Branch, Office of Nuclear Material Safety and Safeguards. My principal function was to review applications from medical and academic institutions for byproduct, source, and special nuclear material to determine the adequacy of their proposed radiation safety program and the related efforts proposed to assure that occupational radiation exposure and release of radioactive material to the general public are as low as is reasonably achievable.

From February 1981 to July 1987, I served as a Senior Radiological Engineer in the Radiation Protection Section of the Radiological Assessment Branch. My principal function was the review of power reactor applications, both at the j

construction permit and operating license state, to determine the adequacy of proposed occupational radiation protection programs and the related efforts i

proposed to assure that occupational radiation exposures will be maintained as low as is reasonably achievable.

From July 1987, I have served as the Leader, Commercial Use Section, in the Medical, Academic, and Commercial Use Safety Branch. My principal function is to coordinate all industrial program reviews activities for each of NRC five regions.

I am a member of the Hoalth Physics Society and the Baltimore-Washington Local Chapter of the Health Physics Society.

9 e 1981 - 1982 Senior Health Physicist Performed as the Office of Inspection and Enforcement (IE) appraisal expert for all Regional Offices for matters relating to radiation protection programs at reactors, fuel facilities, and material licensees.

Responsible for:

(1) evaluating results of inspections and investigations conducted by the Regions to determine whether there were weaknesses in the inspection program, and provided the technical expertise for changes in the inspection req)uirements as indicated by the evaluations; (2 evaluated inspections, investigations, Regional Office activities, documentation of the inspection results, records of modules and manpower expended, and to a limited extent licensee records, to determine whether the program is adequate. This was done on a national basis to appraise the effectiveness of inspection requirements, uniform treatment of licensees, and the application of enforcement sanctions.

(NRC,IE) 1980 - 1981 Senior Health Physicist Served as a senior IE staff specialist and was the NRC expert in inspection of radiation protection programs at operating reactor facilities. Planned and developed the program for inspection of radiation protection programs of operating reactors. This work encompassed the diverse areas of occupational radiation exposure programs and ALARA controls, management of control of radioactive effluents and radioactive i

wastes, environmental monitoring programs, and radiological emergency p(lanning and preparedness programs of licensees.
