Gentlemen:

This refers to the inspection conducted by Messrs. R. C. Haag and R. V. Azua of

this office during the period February 1-28, 1989, of activities authorized by

NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One, Units 1 and

2, and to the discussion of our findings with Mr. J. M. Levine and other

members of your staff at the conclusion of the inspection.

Areas examined during the inspection included maintenance, followup of events,

operational safety verification, surveillance, and allegation followup. Within

these areas, the inspection consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

inspectors. The findings are documented in the enclosed inspection report.

During this inspection it was found that certain of your activities were in

violation of NRC requirements. Because one apparent violation was an example

of a previously cited violation in which your corrective action had not been

completed, you are not required to respond to this apparent violation. Also

because the second apparent violation satisfied the applicable criteria of

Appendix C,Section V, of the NRC's, " Rules of Practice," Part 2, Title 10

Code of Federal Regulations for no citation, you are not required to respond to

this apparent violation.

Pragraph 6 of this report discusses a continuing problem with small fires on a

Unit 2 diesel generator exhaust manifold. Your planned corrective actions and

schedule for this matter will be discussed along with other matters at a

management meeting in NRC Region IV. The time and agenda for this meeting will

be promulgated separately.
