This refers to the inspection conducted by Messrs.
P.-H. Harrell, T. Reis, and

R. P. Mullikin of this office during the period February 1-28, 1989, of
1
activities authorized'by NRC Operating License DPR-40 for the Fort Calhoun
Station, and to the discussion of our findings with you and other members of
your staff at the conclusion of the inspection.
Areas examined during the inspection included review of previously identified
q
items, licensee event report followup, operational safety verification, plant
j
tours, monthly maintenance observations, monthly surveillance observations,
,
security observations, radiological protection observations, in-office review
I
of periodic and special reports, and review of cold weather preparations.
Within these. areas, the inspection consisted _of selective examination of
procedures and representative records, interviews with personnel, and
observations by the NRC inspectors.
The inspection findings are documented in
the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
this violation, in writing, in accordance with the provisions of Section 2.201
of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal
Regulations.
Your response should be based on the specifics contained in the
Notice of Violation enclosed with this letter.
Also during this inspection, it was found that certain of your activities
appeared to deviate from a commitment made to the NRC.
This item and reference
to the commitment are identified in the enclosed Notice of Deviation.
You are
requested to respond to this deviation in writing.
Your response should be
based on the specifics contained in the Notice of Deviation enclosed with this
letter.
Three unresolved items are identified in paragraph 6 of the enclosed inspection
report.
We have also examined actions you have taken with regard to previously

identified inspection findings.
The status of these items is identified in
paragraph 3 of the enclosed inspection report.
