The staff has completed its review of your initial Simulator Certification submittal dated December 7, 1987. This review has identified several areas where additional information and data are needed to ensure complete docu-mentation of your certification. These areas are described in the enclosure.
We request that you provide the data and reply to the questions no later than May 31, 1989 so that this information may be promptly incorporated in the staff's records.
If you cannot meet this schedule, please contact me as soon as possible.
As indicated above, our review is only to ensure completeness of documentation.
The review does not, nor is it intended to, verify the accuracy 07 the data or statements made in the certification, nor provide NRC approval of the acceptability of a particular simulator for use in administering operating tests.

The attachment, " Abstract: Performance Test Development, Conduct and i
Evaluation" and its subsequent attachments, submitted with Form 474 do J
not provide sufficient information regarding the results of the performance testing. For all tests performed for initial certification please provide documentation of the results including:
- Final Conditions
- Description of baseline data used to determine fidelity to the reference plant
- Deficiencies found as a result of the tests, corrective actions planned and dates by which corrections will be made.
If the baseline data used was the judgement of a panel of experts then documentation of their review, sufficient for a third party to evaluate the adequacy of the tests and results, should be included. Comparisons to the " Anticipated Plant Response" sheets including any differing professional opinions as to the outcome of the tests would be helpful.

In Exception 2 of your submittal you state that you have identified no conditions which require " administrative controls or other means... to alert the instructor when certain parameters approach values indicative of events beyond the implemented model or known plant behavior."
NUREG-1258 explains that "it is essential, for the conduct of a licensing examination, that the simulation facility permit a candidate to mitigate the consequences of an event using the reference plant's Emergency Operating Procedures (EOPs)." E0Ps normally include operator actions for mitigating events which have progressed beyond plant design limits.
Furthermore, in Attachment 3, Simulator Fidelity Testing Guideline,"
items 6.1.3f and 6.3.3f state that reaching the simulator operating limits is one of the criteria for terminating a transient test. Please provide an explanation of this apparent conflict.
If you have identified simulator operating limits then test documentation must be provided verifying compliance to Section 4.3 of ANSI /ANS-3.5-1985 or additional justification for exception is required.

In item I.B, " Transient Testing," of the abstract you state that
... selected transients were performed using plant response predicted in the Safety Analysis Report..." ANSI /ANS-3.5-1985 states in Appendix A, Section A.3.3(2) that FSAR transients may be inappropriate for real-time cynamic simulation comparisons. Please state which transients were compared to the plant response predicted in the Safety Analysis Report and provide a justification for making such a comparison.
The set of transients you list is not the same as those required in ANSI /ANS-3.5-1985, Appendix B, Section B.2.2.
Please provide justification for using the set of transients you list or provide performance test abstracts for the Appendix B transients.

With regard to Attachment 3, " Simulator Fidelity Testing Guideline," Item 4.1.c.3 on page 11, it is not clear that the annual operability testing includes approximately 25% of the " Plant Malfunctions in ANSI /ANS-3.5-1985, Section 3.1.2.
Please confirm that such testing is included.

Attachments 7, 8, and 9,* Simulator Modification Control Guidelines,"
" Simulator Design Control Guidelines," and " Simulator DCP Control Guideline," respectively, appear to be draft versions of these procedures.
Please send copies of signed, final versions.of these procedures and confirm that simulator modification and design control is performed in accordance with these procedures.
6.
An unsigned, incomplete copy of procedure ERC871030, " Simulator Operability Test", was included in your submittal. Were the tests described in this document performed for initial certification? If so, please send a copy of the completed version of this document including the test results.
