Dear Mr. Short:

This letter is to invite Mr. Thomas E. James, Simulator Administrator, to participate as an_ independent peer advisor to the NRC in its certification audit of the' Maine. Yankee Lsimulation facility.

As you may kr.aw, each facility licensee is required to have a certified or l approved simulation facility in place for use in the conduct of operating tests l by May 26, 1991. When required, the NRC will convene a team to inspect those simulation facilities that have been certified in compliance with 10CFR55.

Provided that the facility licensee whose simulation facility is being inspected does not object, the NRC will utilize the services of independent, industry-based peer advisors in support of the work of its staff audit teams.

Maine Yankee is the first facility licensee to have submitted a certification for its simulation fecility, and it has consented to the participation of a peer advisor.

In accordance with the guidance provided in NUREG-1258, "Evaluation Procedure for Simulation Facilities Certified Under 10CFR55," the peer advisor will:

"work with the staff, under the direction of the lead staff member, in the collection and analysis of simulation facility data, but will not perform evaluations or participate in staff decision-making regarding the findings of inspections."

We believe that Mr. James, because of his demonstrated experience and expertise in the field, would serve as an excellent peer advisor. This role is especially important at this time, since the Maine Yankee inspection is the first to be conducted under the recently issued regulations.

The NRC inspection of the Maine Yankee simulation facility certification will consist of three phases. The first phase includes a review of the certification materials submitted by the facility licensee, and a request for additional information, if needed. This phase has been completed. The second phase will consist of a desk-top review of materials submitted in response to questions raised by the NRC, and the preparation for the on-site testing to be conducted in phase three. This desk-top review will take place at the NRC headquarters in Rockville, Maryland, on August 17-19, 1988. The third phase will be the actual site-visit, which will take place at Maine Yankee from August 29 - September 2, 1988.
