OBJECTIVE The objective of this calculation is to document walkdowns of concrete block walls at the Monticello Nuclear Generating Plant Unit 1 for the seismic Individual Plant Examination for External Events (IPEEE). The walkdowns were performed to screen from further review block Walls that satisfy certain criteria, and to obtain data for subsequent analysis of block walls that coulo not be sureened.

SUMMARY

OF RESULTS Criteria to prioritize Monticello block walls for walkdown were developed. The block walls selected for inspection in the walkdown were screened based on their failure consequences and seismic capacity. Certain block walls were screened from further detailed evaluation if they satisfied the screening criteria. Detailed data

were collected on walls that could not be screened from further evaluation. These data will be used to assess seismic capacities of these walls. The listing on the following page identifies walls which were screened and walls that will require further evaluation.

review of existing documentation, (2) selection of block walls for walkdown, (3) walkdown execution, and (4) walkdown documentation.

Review of Existing Documentation Existing documentation on the Monticello block wall seismic design basis prepared in response to USNRC Inspection and Enforcement (I & E)Bulletin 80-11 was reviewed. This documentation provides an understanding of the construction, configurations, and seismic capacities of the Monticello block walls. References 1 to 3 provide data utilized in the block wall walkdown.

Selection of Block Walls For Walkdown Appendix B of Reference 1 (see Attachment A) provides a listing of concrete block walls at Monticello. Rather than walkdown all block walls, a subset was targeted for inspection by a screening and prioritization method. Block walls that were not categorized as being safety-related were excluded. Of the remaining block walls, those having ratios of applied out of-plane moment to allowable moment greater than 0.4 based on seismic analyses performed for I & E Bulletin 80-11 as reported in Reference 2 (see Attachment B) were targeted for walkdown. These walls are listed on p. }6.0They are more highly stressed relative to their allowable capacities

'in comparison to other walls, and nominally have seismic capacities of 0.3g peak ground acceleration or less (0.12g SSE PGA divided by 0.4) based on the conservative seismic criteria adopted for I & E Bulletin 80-11. Certain walls, for which specific seismic concerns were identified during the walkdown, were also added to the targeted block wall listing.

and nearby or attached equipment were obtained from existing documentation (see Attachments C to E) and recorded on the walkdown data sheets (discussed below).

There are no essential equipment supported by or in proximity e

to the block wall. Some of the block walls are categorized as being safety-related, but the affected equipment are not on the essential equipment list for the seismic PRA (Attachment A of'

Reference 4). For example, certain block walls supporting spent fuel pool cooling components were categorized as being safety-related.

Any essential equipment are located one wall height away e

from free-standing walls or one-half wall height away from j

top-supported walls. It is unlikely that such equipment would i

be impacted even if the wall were to collapse.

-s Even if the wall collapses onto an essential component, loss of component function will not occur. For example, piping or heat exchangers with thick walls and rugged supports may 4

survive wall impact.

I Detailed data, such as spans, boundary conditions, attachments, etc., were recorded for block walls that did not satisfy these screening criteria. These data will be used as input to any subsequent seismic analyses.

Documentation The block wall walkdown was documented on data sheets. These data sheets are l

compiled in Attachment F. Information recorded included listing of attached or I

nearby equipment, wall constructions and configurations, conclusions on screening, and additional notes and sketches. Photographs were referenced for information only.
