CERTIFICATE OF REGISTRATION 81 AND SAFETY ANALYSIS

SUMMARY

Amendment No. 1 SEALED SOURCE

( Amended in Entirety)

Manufacturer and Distributor Sealed Source Model Designation

' Minnesota Mining and Manufacturing Co. 3B4G Static Control Systems Department TCAA 590 New Brighton, M 55112 Isotope Maximum Activity Krypton-85 10 mil 11 curies I

Conditions of Normal Use The Model 3B4G is designed for miscellaneous industrial applications such as air ionization, static elimination and beta gauging within a I

temperature range of 32-158'F (0 to 70'C) and atmospheric pressure.

Sealed Source Description The source is constructed per 3M drawing A-1921-780, Issue B.

It consists of a 316 SST tube with copper end tubes brazed to the 316 tube. The source is filled through one of the copper end tubes which is then crimped off and silver brazed shut. A typical 10 mC1 source is filled to less than atmospheric pressure (see Figure 1).

i Labeling Because of the small physical dimensions the Model 3B4G is not labeled.

Thus, the storage container or device in which the source is used must be labeled to meet applicable NRC or Agreement State regttlations.

Prototype Testing L

This sealed source is designed to comply with ANSI N542 Classification C32131.

I Quality Assurance and Control The quality control group operates from policies and procedures described in the Static Control Systems Industrial Products Quality Manual (New Brighton, MN). The quality system is based un Mil-Q-9858A guidelines.

l Limitations and/or Other Considerations of Use l

A.

The Model 3B4G shall not be subjected to environmental or other conditions which exceed ANSI N542 Classification 77C32131.

B.

The Model 3B4G sealed source shall be distributed only to specific licensees of NRC or Agreement States.

C.

Handling, Storage, Use, Transfer, and Disposal: To be determined by the licensing authority.

(Note: Since these sources exhibit high surface dose rates when unshielded they should be handled only by experienced, licensed personnel using proper remote handling equipment and procedures.)

These sources are designed for permanent or semi-permanent containment in devices. The device shall be labeled in accordance with Section 20.203 10 CFR Part 20 or equivalent Agreement State regulations.

Safety Summary Evaluation The Model 3B4G is a low activity (up to 10 mC1) gaseous Kr-85 source for industrial gauging applications.

Completed sources are subjected to Quality Control Testing and are shipped to specific licensees such as industrial gauge manufacturers who install them in shielded gauging devices. During the source life cycle (source loading to ultimate disposal), the greatest potential for personnel exposure is during source filling and loading operations. These operations are perfonned only by persons specifically licensed and are expected to be under careful radiological protection control.

The other significant hazard potential associated with these sources is release of the radioactive contents to the environment either because of faulty source construction or accidental rupture. Even though it is conceivable that the maximum source activity of 10 mil 11 curies of Kr-C5 gas might be released to the environment, a number of factors make it extremely unlikely that any person would receive a dose commitment in excess of those specified in 10 CFR Parts 20 and 32. These factors are:

1.

Kr-85 is an inert gas which is not biologically incorporated into the body.

2.

Under ordinary circumstances of use, devices containing the source are expected to be installed in factory assembly line areas which are well ventillated. Thus, gas released is quickly dispersed.

Furthermore, occupancy in these areas is usually limited.

3.

Significant loss of gas from the source is likely to be immediatt 'y noticed by the device operator since the gauging system readout will show improper values. Thus appropriate emergency procedures to avoid unnecessary exposure can, be taken.

Based on these considerations and our review of information and test data provided in references cited below, we conclude that the 3M Co.

Model 3B4G sealed source design is acceptable in accordance with the terms of this Certificate of Registration.

81-24 I References This Certificate of Registration is based on information and test data contained in 3M Company letters dated March 6,1981 and May 19, 1981 and enclosures thereto.

This certificate supersedes AEC Catalog Sheet for the Model 3B4G dated March 3, 1971.
