. .: SPRAY AND/0R SPRINKLER SYSTEMS LIMIT.ING CONDITION FOR OPERATION 3.7 2. ' The following Spray and/or Sprinkler Systems shall be OPERABLE:

a. Sprinkler Systems

I APPLICABILITY: Whenever systems, structures, components, or equipment L protected by the spray and/or sprinkler systems are required to be OPERABLE.

ACTION:

i

a. With one or more of the above required Spray and/or Sprinkler Systems inoperable, within I hour establish a continuous fire watch with backup fire suppression equipment for those areas in which redundant systems or components could be damaged or present an exposure fire hazard to other components (these areas are asterisked (*)); for other areas, establish an hourly fire watch patrol.
b. The provisions of Specification 3.0.3 are not applicable.
  • Areas where redundant systems or components could be damaged.

PLANT SYSTEMS HAL0dSYSTEMS LIMITING CONDITIONS FOR OPERATION 3.7.6.4' The following Halon 1301 Systems shall be OPERABLE with the minimum number of storage containers shown each having a net weight of not less than 95% aM a pressure of not less than 324 psig:

a. Switchgear Room - 8 containers,
b. Control Room - 3 containers,
c. Switchgear Room - 2 containers (New Switchgear Building)
d. Battery Room (New Switchgear Building) - I container APPLICABILITY: Whenever systems, structures, components, or equipment protected by the Halon System are required to be OPERABLE.

ACTION:

a. With one or more of the above required Halon 1301 Systems inoperable, within I hour establish a continuous fire watch with backup fire suppression equipment.
b. The provisions of Specification 3.0.3 are not applicable.

SURVEILLANCE RE0VIREMENTS 4.7.6.4 Each of the above required Halon 1301 Systems shall be demonstrated OPERABLE:

-a. At least once per 6 months by verifying each Halon storage container net weight to be at least 95% of full charge weight and with a pressure of not less than 324 psig (adjusted for temperature),and b.- At least once per 18 months by:

1) Verifying the system valves and associated interlocks actuate manually and automatically upon receipt of a simulated test signal, and

, 2) Performance of an air flow test through headers and nozzles l to assure no blockage.

o Item No. 6 on Table; the minimum number of OPERABLE detectors' versus available detectors has been-increased from 3 of 4 to 8 of 8.

o Item No. 7 on Table;> the minimum number of OPERABLE detectors versus available detectors has been increased from 2 of 3 to 3 of 4.

o ' Item No. 9 on Table; all the listed fire zones in the Primary Auxiliary Building, with the exception of the RHR Cubicles, have been combined zinto one fire area A-1. In addition, the total minimum number of- OPERABLE detectors versus tise total available number of detectors has been increased from 11 of 16 to 42 of 43.

o Item No.12 on' Table; the Spent Fuel Building fire area F-1 has been L broken down into two areas, F-1A and F-18. In addition, the minimum number of OPERABLE versus available detectors has been increased from 5 of 6 from the original combined fire area to 11 of '12 and 4 of 5 respectively, for fire areas F-1A and F-1B.

o New Item Nos.19 and 20 have been added.

These items provide the requirements for detector operability for the Switchgear Room and Battery Room of the New.Switchgear Building.

II. Section 3.7.6.2. Pace 3/4 7-19 o Part (a) of this Secticn, Sprinkler Systems, has been revised to reflect two new additional sprinkler systems in the New Switchgear

. Building. These systems have been added as new items 16 and 17.

III. Section 3.7.6.4. Paoe 3/4 7-22 o This section, Halon System, has been revised to reflect two new additional halon systems in the New Switchgear Building. These systems have been added as new items (c) and (d).

'IV. Table 3.7-4. Paae 3/4 7-24 o This table, Fire Hose Stations, has been revised to reflect three additional fire hose cabinets (FHC-25, FHC-26, and FHC-27), located in the New Switchgear Building, and to reflect the relocation of the

Evaluation I. Fire Detection System Upgrade The fire detection system upgrade consists of incorporating the following into Table 3.3-8 of the proposed RTS. This table lists the total number of detectors in a designated fire area and specifies the minimum number of detectors required to remain operable for each. fire area.

The additions / changes to the table consist of the following:

1. Addition of twenty-seven (27) smoke detectors in the PAB (Fire Zone A-1);

i 2. One (1) additional smoke detector in the Waste Disposal Building stairway (Fire Zone W-1);

3. Eleven '(11) additional smoke detectors in the Fuel Building (Fire Zones F-1A and F-1B);
4. Four (4) additional smoke detectors in the Containment Cable Vault (Fire Zone R-1).

l In addition, the following administrative changes will occur with this change:

1. Revision of list of PAB detectors by combining all zones of the PAB into one area A-1 (42/43) with the exception of the RHR cubicles which will be listed as separate zones (A-1E and A-1F) (1/1);
2. Revise Spent Fuel Building into two zones (F-1A and F-1B).

The purpose of the new detectors being installed is to provide more coverage and increase the capability of detecting a fire condition.

These detectors are being installed in accordance with NFPA 72E, " Auto- i matic Fire Detectors" as part of a general fire protection upgrade at I Haddam Neck.

Also, as a result of the increase in the number of detectors installed,  ;

the minimum number of detectors required to be operable for each area has  !

also been increased. I These proposed changes have been reviewed to the criteria of 10CFR50.92 and determined not to involve a significant hazards consideration.

Specifically, the proposed changes do not:

The proposed changes increase the number of. smoke detectors required to be operable for the- contain-e ment Cable Vault, Waste Disposal Building, Primary Auxiliary Build-

'ing (with the exception of the RHR Cubicles which is unchanged) and the Spent Fuel Building. ' This increases the fire detection capabil-ity in these areas. Therefore, there is no negative impact on the probability or consequences of-any accident.

'2) Create the possibility of a new or different kind of accident. None o

of the proposed changes affect the way the plant is operated or Al ter its response, nor do they introduce any new failure modes.

3) Involve a significant reduction in a margin of safety. The proposed changes do not negatively impact the consequences of any accident.

Also, they have no adverse impact on any of the ' protective bounda-ries. Therefore, there can be no negative impact on any margin of safety.

111. Additional Fire Detection / Suppression Systems These changes will incorporate into the RTS the detection / suppression.

systems that were. installed during the construction phase of the New .

1 Switchgear Building. NS proposed change includes:

1) A new automatic wet pipe sprinkler system for each of the cable shafts (East and West Cable Shafts).
2) Three hose stations located in the northwest stair tower (El.13'6",

27'6" and 41'6").

3) - Two automatic total flooding Halon systems, which protect the Switchgear Room and its associated Battery Room.

4)- Two detection systems, which are associated with the above Halon cystems.

In addition, the location descriptions of the tws hose stations providing coverage for the control room and the old switchgear room have been revised to reflect their relocation.

These hose stations have been i relocated to comply with current fire fighting strategy by locating the i i' hoses outside of the areas where they are intnded to be used, thereby i eliminating the need to enter the fire area to retrieve the hose neces-sary to fight the fire.

CYAPC0 has reviewed the proposed changes in accordance with 10CFR50.92 and has concluded that they do not involve a significant hazards consid-eration in that these changes would not:

1. Involve a significant increase in the probability or consequences of an accident previously analyzed. The changes increase the operabil-ity requirements for certain fire suppression equipment in the New Switchgear Room. The changes reduce the consequences of fire scenarios in the New Switchgear Building. The changes do not increase the probability or consequences of any accident.
2. Create the possibility of a new or different kind of accident from any previously analyzed. Since there are no changes in the way the plant is operated, the potential for an unanalyzed accident is not created. No new failure modes are introduced.
3. Involti 4 significant reduction in a margin of safety. The changes do not increase the probability or consequences of any event. The changes do not impact any safety system or protective boundary.

Therefore, the changes do not reduce the margin of safety.
