l Attached (pursuant to 10CFR 50.4 and 50.90) are proposed license amendments to Appendix A, Technical Specifications, of Facility Operating Licenses NPF-9 and j

NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively. The proposed-j amendments are a one-time only change for Unit 1 Cycle 6 to reduce from 75% to j

50% the number of available moveable incore detector thimbles required for the l

Moveable Incore Detection System to be operable. These changes would allow j

l continued operation of Unit 1 should a current problem with sticking detector thimbles become worse.

i although the changes apply only for Unit 1 and there are no technical changes to the Unit 2 specifications, the Unit 2 Technical Specifications are j

administratively affected since they are combined into one specifications i

applying to both McGuire Units 1 and 2. contains the justification i

I and safety analysis for the proposed changes.

Included in Attachment 2 is: A) A figure illustrating the location of recently accessible and inaccessible detector thimbics; and B) An evaluatien of thimble deletion on peaking factors for Unit 1 Cycle 6 performed by Westinghouse in support of the proposed changes. Pursuant l

to 10CFR 50.91, Attachment 3 provides the analysis performed in accordance with l

the standards contained in 10CFR 50.92 which concludes that the proposed i

I amendments do not involve a Significant Hazards Consideration, and Duke is forwarding a copy of this amendment request application and No Significant Hazards Consideration Analysis to the North Carolina Department of Human Resources. The proposed amendments have been reviewed and have been determined to have no adverse safety or environmental impact.

It is requested that review and approval of these proposed amendments be expedited in view of the recent history regarding availability of detector 90l l

The inability to use this incore instrumentation system for these functions would result in a forced unit shutdown. The next Technical Specification required use of the' system must be performed by August 19, 1989. Duke Power Company will clean the detector.

Hood on July 18, 1989. Should there be any questions concerning these proposed amendments or if additional information is required, please advise.
