INSPECTION NOS. 50-317/39-80 AND 50-318/89-80

During the period of May 15 through May 25, 1989, the NRC
I
conducted an inspection of the Emergency Operating Procedures at
j
the Calvert Cliffs Nuclear Power Plant, Units 1 and 2.
l
l
At the conclusion of the inspection, the preliminary findings
were discussed with those members of your staff identified in the
i
enclosed report.
Within the context of this report, the term
Emergency Operating Procedures includes the EOPs, AOPs, and any
procedure referenced within the EOPs and/or AOPs.
)

During the inspection, two concerns were identified as. potential
'
restart issues.
These concerns are (1) the philosophy that the
EOPs were to be used as a guideline vice verbatim procedural
compliance, and (2) the adequacy of the flowchart in EOP-0 used
to determine which of the EOPs should be entered to mitigate the
event (paragraphs 2.0 and 4.3.a of the enclosed inspection
report, respectively).
You are requested to respond, in writing, to the above concerns
within thirty days of receipt of this letter identifying those
actions taken r; planned.
Your response should contain the
specifics of how the changes will be made, and a schedule of when
the changes will be implemented, including training on the
changes.
As discussed in paragraph 9.0 of the enclosed
inspection report, we understand that the response to the two
concerns will be provided to the NRC prior to restart of either
unit.
In addition, Attachment 4 to the enclosed inspection report
identifies several other weaknesses relative to implementation of
the EOPs.
You are requested to respond to the identified
weaknesses within sixty days of receipt of this latter.
