APPLICATION FOR AMENDMENT TO OPERATING UCENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
This proposed amendment to the James A. FitzPatrick Technical Specifications changes the wording of the core spray pump flow rate test surveillance requirement to make it consistent with the wording of the other Emergency Core Cooling System pump surveillance requirements.
The proposed amendment changes Specification 4.5.A.1.b on page 113 and the associated Bases on page 125.
The proposed change to the Technical Specifications is Attachment I to this Application for Amendment to the Operating Ucense. The Safety Evaluation for the proposed change is included as Attachment II.
