REGISTRY OF RADIOACTIVE SEALED SOURCES AND DEVICES SAFETY ~ EVALUATION OF SEALED SOURCE NO,* NR-460-S-915-S DATC: January 26, 1996 PAGE 2 OF 5 SEALED SOURCE TYPE:

Gamma Source DESCRIPTION:

The Model 4F3G is a doubly-encapsulated volume source.

Cobalt-60 (Co-60) is absorbed into small ceramic particles.

The iec? ope is permanently fixed to the ceramic particles using a heat treatment to create 3M Brand Radiating Microspheres.

The microspheres are loaded into a 0.390 in. (0.991 cm) long, 0.200 in. (0.508 cm) outer diameter, 0.156 in. (0.396 cm) nominal inner diameter inner capsule with a 0.025 in. (0.064 cm) thick wall across one end.

After loading the microspheres, a 0.157 in. (0.399 cm) nominal diameter, 0.100 in. (0.254 cm) thick inner plug is inserted inte the inner capsule and silver brazed in place, sealing the microspheres inside.

The entire inner assembly is then placed, plug end facing out, inside a 0.520 in. (1.321 cm) long, 0.280 in. (0.711 cm) outer diameter, 0.210 in. (0.533 cm) nominal inner diameter outer capsule with a 0.025 in. (0.064 cm) thick wall across one end.

A 0.210 in. (0.533 cm) nominal diameter, 0.100 in. (0.254 cm) thick outer plug is inserted into the outer capsule and welded in place.

The overall dimensions of the Model 4F3G source are 0.520 in.

(1.321 cm) long with an outer diameter of 0.280 in. (0.711 cm).

All plugs and capsules are made from type 304 stainless steel.

DIAGRAM:

See Attachment 1 LABELING:

The source was engraved with the words "Co-60" and its nominal activity in millicuries.

Other labeling was not included because of the small size of the source.

SEALED SOURCE TYPE:

Gamma Source I

I CONDITIONS OF NORMAL USJi The sealed sources are for use in gauging devices and are installed in gauging devices by the device manufacturer.

PROTOTYPE TESTING:

3M did not provide prototype data, but relied on prototype testing information and historical use data for the Models 4P6E, 4P6M, and 4F6S sources, since the designs are essentially similar.

EXTERNAL RADIATION LEVELS:

Radiation dose rates were calculated for a 200.0 mci (7.400 GBq),

Co-60 source as follows:

Distance Maximum Radiation Level (from surface)

(cm)

(in.)

(R/hr)

(Sv/hr) 5 1.97 107.8 1.078

-30 11.81 2.940 0.029 100 39.37 0.269 0.003 OUALITY ASSURANCE AND CONTROL:

The following quality control procedures were followed during production of this source:

1. The inner capsule was smear tested.
2. The inner capsule was leak tested by immersing it in glycerine at 302*F (150*C).

The source passed if no bubbles were observed coming from the source.

REGISTRY OF RADIOACTIVE SEALED SOURCES AND DEVICES SAFETY EVALUATION OF SEALED SOURCE NO.: NR-460-S-915-S DATE: January 26, 1996 PAGE 4 OF 5 SEALED SOURCE TYPE:

Gamma Source OUALITY ASSURANCE AND CONTROL: (Continued)

3. The completed source was leak tested using the same l

I procedure as test 2 above.

4. The completed source was smear tested after fabrication and again prior to shipment.

The maximum allowable limit for all smear tests was 0.0005 Ci (18.50 Bq) of removable Co-60.

LIMITATIONS AND/OR OTHER CONSIDERATIONS OF USE:

This source may be used only by persons specifically licensed by the NRC or an Agreement State.

Handling, storage, use, transfer, and disposal:

to be determined by the licensing authority.

This source shall be leak tested at intervals not to exceed 6 months using techniques capable of detecting 0.005 microcurie (185.0 Bq) of removable contamination.

This registration sheet and the information contained within l

the references shall not be changed without the written consent of the NRC.

SAFETY ANALYSIS

SUMMARY

The Model 4F3G source is not a current product manufactured or l

distributed by 3M Health Physics Services.

Ho4ever, 3M Health Physics Services will continue to receive Modral 4F3G sources for disposal.

Based on our review of the Model 4F3G source, and the information and test data cited below, we continue to conclude that this source is acceptable for specific licensing purposes.

SAFETY ANALYSIS

SUMMARY

(Continued)

Furthermore, we continue to conclude that the Model 4F3G source would be expected to maintain its containment integrity for normal conditions of use and accidental conditions which might occur during uses specified in this certificate.

NOTE T0:

MINNES0TA MINING AND MANUFACTURING (3M) INACTIVE FILES FROM:

SUBJECT:

INACTIVATION OF REGISTRATIONS BASED ON AUGUST 6, 1991, LETTER.

A number of the background files for the registration' certificates requested (by 3M letter dated August 6, 1991) to be made inactive contain limited information on the products. A search of 3M registration, archive, and license files, and information in NUDOCS was performed to obtain additional information. Also, 3M was contacted to obtain any additional information that may have been in their files.

3M provided limited additional information l

concerning these products and indicated that the information provided represented all additional information in their files. Additional information obtained from these sources has been added to the applicable registration files.

l At the present time, the information contained in the background registration files represents all available information for these products.

In addition, a number of these products were originally reviewed and approved by the Atomic Energy. Commission (AEC). The reviews performea for these products to make the certificates inactive were based on the information available, the previous reviews and approvals, and the historical use of the products (i.e., reports of failures or design problems, or tne lack thereof).

In several instances, insufficient information was available to perform an adequate safety review.

In these instances, the certificates have been reissued based solely on the original AEC review and approval, and no additional safety review was

. performed.
