Dear Mr. Kingsley:

SUBJECT:

DEFECTS IN WESTINGHOUSE CIRCUIT BREAKERS (04LLETIN 88-01, MPA X8-01)

(TAC R00326/R00327) - SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 NRC Bulletin 88-01, " Defects In Westinghouse Circuit Breakers," was issued on.

February 5,~1988 requesting you to provide information on specific models of Westinghouse,[W)seriesDScircuitbreakersandonsafetyconcernsassociated with their use at Sequoyah. You have provided the following submittals in response to the bulletin: February 27, March 18. May 26 and September 26, 1988 and April 18, 1989. The letters dated May 26 and September 26, 1988 and April 18, 1989 provided the results of the inspections of these circuit breakers at Sequoyah: Models DS-206 and DS-416.

In the letter dated April 18, 1989, you stated that TVA will inspect and, if necessary, repair or replace the pole shafts on all DS-206 and DS-416 breakers that are currently maintained as spare breakers in all Class IE boards at Sequoyah before the Unit 2 restart from its Cycle 4 refueling outage.

We have reviewed your reponses and conclude, from the actions taken by the Tennessee Valley Authority, that it has adequately ~ addressed and resolved the safety concerns identified in the bulletin. This closes out the staff's review of this bulletin on Sequoyah.

Sincerely,

\\1 SuzanneC.Ilack,AssistantDirector for Projects TVA Projects Division Office of Nuclear Reactor Regulation cc:
