STATUS OF IMPLEMENTATION OF THREE MILE ISLAND (THI) ACTION PLAN ITEMS -
SEQUOYAH (SQN) AND BROWNS FERRY (BFN) NUCLEAR PLANTS The enclosed information is provided in response to your letter of April 14, 1989.
The data in the enclosed tables represents our best effort in view of the short turnarotind you requested. Our review and verification will continue; my staff will keep the Office of Special Projects (OSP) informed as our review progresses.
TVA realizes the importance of incorporating the TMI Action Items and getting current on outstanding NRC bulletins and generic letters. These represent a significant portion of the TVA nuclear recovery program.
Shortly after I joined TVA in November 1988, I tasked my Nuclear Manager's Review Group to perform a detailed review of the NUREG-0737 THI Action Plan at BFN. On March 15, 1989, Dr. C. H. Fox of my staff discussed our plans for effecting closure of Safety Issues Management System (SIMS) open items with Dr. B. D. Liaw of OSP.
TVA will continue to focus attention on this important subject as a major element of the TVA recovery program.
The data in the enclosed tables covers both SQN units and all three BFN units.
The table below summarizes the status of the three schedule-driven units relative to the TMI action items.

- Dr. T. E. Murley APR 181989 At SQN, five items for each unit are open pending approval of two technical specification changes.
Six items for each unit are being held open pending completion of Regulatory Guide 1.97 upgrade of accident monitoring instrumentation planned for unit 1 cycle 4/ unit 2 cycle 4 (both are scheduled to occur in 1990). One item per unit is open pending implementation of the control room design review modification scheduled through the cycle 6 refueling outages for each unit.
- At BFN, all open items are being reviewed in terms of their current completion schedules, and we will apprise you of any changes when our review is complete.
I would like to point out that the time provided to fulfill this request has been short and that significant personnel burden has been involved.
- Moreover, the attached notations regarding status of individual items are necessarily brief and cannot address all of the details of the more complex issues.
Taking these constraints into account, I certify that to the best of my knowledge the attached information is correct.
